The Government of Indonesia has receiving financing in the amount of USD 1,691,500 grant from the World Bank toward the cost of the Indonesia Road Connectivity Improvement Program to Support Food-Self Sufficiency (IRCIP) aiming to improve national and subnational road connectivity supporting food security, logistics efficiency, and regional development and intends to apply part of the proceeds for the following consulting services.

The PPTA consulting services (“the Services”) will support full preparation of IRCIP, including program design, corridor screening and prioritization, economic and wider benefit analysis, environmental and social assessments, development of the PforR framework (DLIs, verification protocols, and DLR matrix), readiness of firstyear implementation, digitalization framework development, capacity building, and bridging support to loan effectiveness.

The services comprise into 13 components will deliver activities under two overlapping phases over 15 months:

  • Phase 1 - Preparation (Months 1–12): Corridor identification and prioritization using FlowMax freight-flow model and data science-based ranking, GIS mapping of corridor and screening of AWP-1, economic evaluations (CBA, IRR, wider economic Impact, Road Fund Framework), environmental, social, and GEDSI assessments and ESSA inputs, develop DLIs, verification protocols, DLR matrix, and M&E systems,  institutional arrangements, PMM, and financial management system, road safety, and climate resilience and DED review and procurement preparation for AWP-1.
  • Phase 2 - Implementation Support (Months 4–15): Digitalization gap analysis and national spatial data integration framework, additional corridor prioritization and screening of AWP-2, capacity building and TNA, economic evaluation of AWP-2 and finalization of Wider Economic Benefit Study, DED review and procurement preparation for AWP-2, and bridging support (Months 13-15) to DGH until CTC/RDSC mobilization.

The team comprises 17 expert positions providing full coverage of all technical, institutional, and cross-cutting requirements. The single-team structure ensures continuity of knowledge across both phases as outlined in the TOR’s. The detailed Terms of Reference (TOR) for the assignment is attached to this REOI.

The Directorate General of Highways (DGH) Ministry of Public Works now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.  The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated September 2025 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.  The best qualified firm to carry out the services will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) method set out in the Regulations and based on the following criteria:

A. Core and year in Business:

  1. Having at least 10 years of experience in engineering consultancy services for road sector projects.
  2. Preferably having project experience in Indonesia or Southeast Asia, as specified under Point A.1.

B. Required Relevant Experiences:

Within the last ten (10) years, the consultant must have successfully completed contract experience in:

  1. Must have 3 years of experience working on road sector projects funded by international development institutions (such as the World Bank, ADB, AIIB, JICA, etc.).
  2. Must have 3 years of experience as a Project Preparation Technical Assistant (PPTA) in road sector.
  3. At least have 3 years of experience in feasibility study projects in the road sector.
  4. Preferably familiar with assignments involving Disbursement Linked Indicators (DLIs), Disbursement Linked Results (DLR) matrices, and verification protocols under Program-for-Results (PforR) or Results-Based Financing projects.

C. Technical and Managerial Capability of the Firm:

Availability within the firm of permanent experts or professional staff relevant to the assignment, enclosed with supporting evidence (e.g., regular payroll record/tax slips/Certificates of Employment/Employment Reference Letters, etc.). Provide the structure of the organization, general qualifications, and number of key staff. Do not provide Curriculum vitae’s of the staff. Key Experts will not be evaluated at the shortlisting stage.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract.

Interested Consultant firms are required to access the electronic procurement system (SPSE ICB) of the Ministry of Public Works (MPW) to register and to submit EOI. Expressions of interest must be submitted electronically through the SPSE ICB system https://spseicb.pu.go.id/eproc-icb/ of the Ministry of Public Works latest, by June, 25th 2026 16.00 Local Jakarta time at the latest.
