- The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Innovative system to promote integrated resilient and Enhanced Responses (INSPIRER) to Women and Girls’ Health and intends to apply part of the proceeds toward payments under the contract for Procurement of Calibrated drape, Thermal ablation machine with accessories and LEEP Machine with accessories.

3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Seventh Edition, September 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 60 % and for Bid cost: 40 %.
5. Interested eligible Bidders may obtain further information from MoH/Ethiopian pharmaceutical supply service (EPSS), Mr. Awol Jemal email address awol.jemal@epss.gov.et and Mr. Jia Uga, email address jia.uga@epss.gov.et inspect the bidding document during office hours 8:30AM to 12:30PM and from 1:30PM to 5:30PM from Monday to Thursday and from 8:30AM to11:30AM and from 1:30PM to 5:30PM Friday at the address given below.
6. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 50 USD or equivalent amount in a freely convertible currency. The method of payment will be in form of cash or deposit to the bank account provided below. Once the payment has been made, kindly send the pre-paid receipt to the email address indicated below.
7. Bids must be delivered to the address below on or before 2:00 PM August 28, 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below at EPSS at 2:00 PM on August 28, 2026.. All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.
8. All Bids must be accompanied by a Bid Security as indicated in the BDS.
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
