SPECIFIC PROCUREMENT NOTICE INVITATION FOR PREQUALIFICATION (ADDENDUM NO. 1) Country:Federal Republic of Nigeria Name of the Project:Niger State Solar Energy Development Project Mode of Financing:Instalment Sales Financing Financing No.:NGA1063 Contract Title:Procurement of Construction and Installation of Solar PV Power Generation and Construction of Grid Interconnection and Evacuation Infrastructure in Niger State Issuance Date: 4th September, 2026 1. This invitation for prequalification follows the General Procurement Notice (GPN) for this Project that appeared on the website of the Islamic Development Bank (IsDB) onthe IsDB external website on 26th July, 2026 and in the Leadership Newspaper on 23rd July, 2026. 2. The Government of the Federal Republic of Nigeria has applied for financing from the IsDB toward the cost of Niger State Solar Energy Development Project and intends to apply part of the proceeds toward payments under the Contract for Civil Works for the Construction and Installation of Solar PV Power generation and construction of Grid Interconnection and Evacuation infrastructure in Niger State. 3. TheNiger State Government through the Project Management Unit of theNiger State Solar Energy Development Project intends to prequalify contractors for the Civil Works for the Construction and Installation of Solar PV Power generation and construction of Grid Interconnection and Evacuation infrastructure in Niger State packaged into 2 (two) lots as detailed below; It is expected that the bid invitation will be made in January, 2027. 4. Prequalification will be conducted through the prequalification procedures specified in the IsDB’s Guidelines for theProcurement of Goods, Works and Related Services under IsDB Project Financing, April 2019,Revised in February 2023(“Guidelines”). Bidding will be conducted through theInternational Competitive Bidding Open (ICB-Open)procedures as specified in the Guidelines. 5. Interested eligible Applicants may obtain further information from and inspect the prequalification document at the address given at (8) below during office hours 9:00 to 17:00 hours. 6. A complete set of prequalification documents in English may be purchased by interested Applicants, upon the submission of a written application to the address at (8) below and upon payment of a non-refundable fee of NGN250,000.00 (Two Hundred and Fifty Thousand Naira) Only or Two Hundred United State Dollar (US$200).
