The Federal Democratic of Ethiopia Lowlands Livelihood Resilience Project Phase-II (LLRP-II) Gambella Regional State has received financing from World Bank toward the cost of Lowlands Livelihood Resilience Project, and intends to apply part of proceeds for consulting services. The consulting service(‘’the Service’’) included Procurement of Consultancy Service for Construction Supervision of Mengeshi Main Road to Jenje Unpaved Gravel Access Road Subproject in Mengeshi Woreda [10.2 Km].

The Lowlands Livelihood Resilience Project (LLRP) in Gambella now invites eligible consulting firms (‘’Consultants’’) to indicate their interest in providing the service. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services.

The shortlisting criteria are: Core business and years of experience of the firm, technical and capability of the firm, the qualification in the field of assignment, and managerial organization of the firm. Interested Firms/Consultant should provide information’s indicating that they are qualified to perform the service (brochures, description of similar assignment, experience in similar condition, availability of appropriates skill among the staff.

The attention of interested consultants is drawn to section III, Paragraphs, 3.14, 3.16 and 3.17 of the World Bank’s ‘’Procurement Regulation for IPF Borrowers’’ July 2016(‘’Procurement Regulation’’), Setting Forth the World Bank ‘policy for conflict of interest

A consultant will be selected in accordance with LCS method set out in the Procurement Regulation.

  1. The application shall bear all costs related to preparation and submission of this expression of interest. The Gambella Lowlands Livelihoods Resilience Project (LLRP) bureau will not be responsible or liable for those costs regardless of the result of the selection process
  2. Incorrect, incomplete and inadequate application may lead to rejection of the application
  3. All documents must be submitted in English Language
  4. Applicants may be requested for clarification on submitted document
  5. The Gambella Lowlands Livelihoods Resilience Project (LLRP) bureau has the right to reject the application without communicating the consultant
  6. The Gambella Lowlands Livelihoods Resilience Project (LLRP-II ) bureau will provide explanation to applicants related to shortlisting and selection process, in this respect, the Gambella Lowlands Livelihoods Resilience Project (LLRP) bureau’s decision shall be final and binding for all applicants..
