Assignment Title: Procurement of engineering design and author supervision consultant for the Training center and laboratory of water supply and sewerage of the Committee for housing and communal services (CHCS) of the Republic of Tajikistan.

Reference No. (as per Procurement Plan): CHCS-WSIP/AF-CS-003

The Committee on Housing and Communal Services under the Government of the Republic of Tajikistan (CHCS) has received financing from the World Bank toward the cost of the Water Supply and Sanitation Investment Project (WSIP-1), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include:

(i) preparing the detailed engineering design (working design) for the construction of the Training Center and Water Supply and Sanitation Laboratory of the Housing and Communal Services Sector of the Republic of Tajikistan. The consulting services shall also include: (ii) obtaining approvals from the State Construction Expertise and the State Environmental Expertise; and (iii) providing author supervision (design supervision) during the construction of the facility.

Anticipated date for commencement of the Services is 31 August 2026 and the tentative duration of the assignment for the Services is about 12 weeks.

The CHCS-PIU in the Republic of Tajikistan, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants shall provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

  1. General experience: The consultant must have at least ten (10) years of experience in providing comprehensive engineering design services for public infrastructure or public construction projects, including the preparation of working design documentation, obtaining approvals from the State Construction Expertise Authority, and providing design supervision during construction.
  2. Specific experience with similar projects. The Consultant must have successfully completed at least five (5) similar projects over the past seven (7) years in the design of education facilities, including school and vocational training buildings, with multiple functional structures for learning and practice, covering the following tasks:
    • comprehensive design services;
    • engineering surveys, including topographic and geotechnical investigations;
    • preparation of detailed architectural, structural, electrical, and mechanical design documentation and drawings;
    • preparation of technical specifications, scope of work, and cost estimates;
    • provision of design/author supervision during construction.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised in September 2025 (Procurement Regulations) setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations.
