Procurement of Equipment and Related Works under the Project “Energy Efficiency Refurbishment of the Volodymyr Territorial Medical Association”

Invitation for tenders Ukraine 26.10.2026 15.12.2026 The project “Energy Efficiency Refurbishment of the Volodymyr Territorial Medical Association” aims to improve the energy performance of four healthcare buildings in Volodymyr, Volyn Region, Ukraine, through the implementation of comprehensive thermal modernisation measures. The project is financed by Norway under the Green Recovery Programme for Ukraine, with grant funds managed by Nefco, and co-financed by Volodymyr City Council from the municipal budget. Volodymyr City Council, together with its Department of Social and Veterans Policy acting as the Employer, is conducting a procurement for the supply of equipment and implementation of related works under a Design & Build approach. The procurement comprises two lots: Lot 1: Capital repair and thermal modernisation of three buildings (G-6, B-4 and D-3) of the Volodymyr Territorial Medical Association. Lot 2: Capital repair and thermal modernisation of Building Zh-3 (Building No. 2) of the Volodymyr Territorial Medical Association. Both lots cover a comprehensive package of activities, including the preparation of design and cost-estimate documentation, supply of necessary equipment and materials, construction and installation works, dismantling, commissioning, staff training and design supervision. The scope also includes the required expert review of design documentation, preparation of as-built documentation and all necessary documentation for commissioning the completed works. For tender evaluation and qualification purposes, the procurement is treated as a single package consisting of two interrelated lots. Tenderers must submit proposals for both lots, with prices indicated separately for each. Following the tender procedure, two contracts will be concluded with the successful tenderer, reflecting the two sources of financing: the Norwegian grant managed by Nefco and the municipal contribution. The procurement will be conducted in accordance with Nefco’s Procurement Policy and Procedures and is open to eligible companies from all countries, subject to applicable sanctions and restrictions. The works are expected to commence in April 2027 and be completed no later than October 2028.
