  1. The Islamic Republic of Pakistan has received financing from the World Bank toward the cost of the Sindh Livestock and Aquaculture Development Project and intends to apply part of the proceeds toward payments under the contract for Procurement of essential diagnostic Instruments/ equipment accompanied with fabrication services for 65 Mobile Veterinary Ambulances for provision of veterinary services across the Sindh Province.
  2. The Sindh Livestock and Aquaculture Development Project, Livestock and Fisheries Department, Government of Sindh, Pakistan, now invite sealed Bids from eligible Bidders for Procurement of essential diagnostic Instruments/ equipment accompanied with fabrication services for 65 Mobile Veterinary Ambulances.
  3. Bidding will be conducted through Open National competitive procurement using a Request for Bids (RFB)  as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
  4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 70% for financial and 30% for the technical.
  5.   6. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of PKR 10,000 in favor of “Project Director, Sindh Livestock and Aquaculture Development Project”. The method of payment will be Banker’s cheque/ Bank guarantee. The document will be sent by registered courier or by hand.
  7. Bids must be delivered to the address below Bungalow No. A-53/1, located in Muslim Housing Society, Qasimabad, Hyderabad, on or before 14th July 2026, 01:00 PM (local time). Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below Bungalow No. A-53/1, located in Muslim Housing Society, Qasimabad, Hyderabad, on 14th July 2026 at 01:00 PM (local time). All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.
  8. A fixed Bid Security of PKR 7.5 million must be accompanied in the shape of Banker’s Cheque/ Bank guarantee in Pakistani rupees or an equivalent amount in a freely convertible currency in favor of Project Director, Sindh Livestock and Aquaculture Development Project.
  9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
