- The Democratic Socialist Republic of Sri Lanka has received a loan from the financing from the World Bank toward the cost of the Climate Resilience Multiphase Programmatic Approach (CResMPA) and intends to apply part of the proceeds toward payments under the contract Establishment of a National Continuously Operating Reference Stations (CORS) Network as Strategic Economic Infrastructure for Sri Lanka.
- The Chairperson, Department Procurement Committee on behalf of Climate Resilience Multiphase Programmatic Approach now invites sealed Bids from eligible Bidders for Procurement of Establishment of a National Continuously Operating Reference Stations (CORS) Network as Strategic Economic Infrastructure for Sri Lanka.
- Bidders may Bid, as further defined in the Section III - Evaluation and Qualification Criteria of the Bidding Document.
4. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
Bidder must meet the following minimum qualification criteria
- Bidder must have successfully completed at least 10 CORS Network projects, each comprising a minimum of 30 base stations with control center for each project, completed within the last 10 years prior to the bid submission deadline.
- The minimum required average annual turnover of Services for the successful Bidder in last five years shall be LKR 420 million/ USD 1.3 million;
- The minimum amount of liquid assets and/or credit facilities net of other contractual commitments of the successful Bidder shall be LKR 140 million/ USD 0.4 million.
5. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria for technical and non-price factors: 60%. and for Bid cost: 40%.
6. 7. The bidding document in the English language may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of LKR. 45,000.00 or an equivalent amount in a freely convertible currency in Sri Lanka from June 08, 2026 between 9.00 am to 3.00 pm on any working day. The method of payment will be Cash or Bank Transfer. The document will be sent by email or could be collected by hand.
8. Bids must be delivered to the address below on or before July 08, 2026 at 2.30 p.m. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address given below on July 08, 2026 at 2.30 p.m. All envelopes marked “Second Envelope: Financial Part” shall remain unopened and be held in the Purchaser's safe custody until the second public opening.
9. All Bids must be accompanied by a Bid Security in the form of Bank Guarantee: LKR 3,000,000.00 or an equivalent amount in a freely convertible currency in Sri Lanka.
10. A Pre-Bid Meeting will be arranged at 10:30 a.m. on June 17, 2026 in the Conference Room at the address given below.
11. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
