1) The Government of Uganda has received financing from the World Bank toward the cost of the Electricity Access Scale-up Project (EASP) and intends to apply part of the proceeds toward payments under the contract for Procurement of Batch 2 of Grid Expansion materials: Pole Hardware and Conductor Fittings.
2) The Ministry of Energy and Mineral Development now invites sealed bids from eligible Bidders for Procurement of Batch 2 of Grid Expansion materials: Pole Hardware and Conductor Fittings under five (5) Lots as follows;

Bidders may bid for one or more Lots. Each Lot shall be awarded as a separate contract, therefore bidders are required to submit a separate bid for each Lot.
3) A pre-bid meeting will take place at the following date, time, and place.
Date: 30th June 2026
Time: 10:00 am East African Time
Place: Directorate of Petroleum, Petroleum House, Level 2 Boardroom
Plot 21-29 Johnston Road, Entebbe, UGANDA.
The meeting will also be available via video conferencing. A link for the virtual meeting option will be shared with bidders who choose to participate online. Bidders who wish to attend online are required to request for a link a week before the meeting date via email address procurementeasp@energy.go.ug.
4) Bidding will be conducted through International Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised February 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
5) Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria: Technical and non-price factors: 70%; and for bid cost: 30%.
6) Interested eligible Bidders may obtain further information and inspect the bidding document during office hours from 8:00 am to 5:00 pm (EAT) at the address given in (11a) below.
7) The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application letter to the address below and upon payment of a nonrefundable fee of UGX 200,000/= (Uganda Shillings Two Hundred Thousand Only). The method of payment will be by Bank Payment Advice Form obtainable from the Uganda Revenue Authority (URA) website using “Other NTR” as a tax head in the form. The Bidding Documents in English will be sent by email to the bidder.
8) Bids must be delivered to the address in (11b) below on or before 11:00 am (EAT) on Thursday 30th July 2026, Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address in (11b) below at 11:10 am (EAT) on Thursday 30th July 2026. All envelopes marked “SECOND ENVELOPE: FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.
9) All bids must be accompanied by a Bid Security valid until 11th January 2027 in the amounts as follows:

Each Lot must have a separate bid Security and bound together with its respective technical bid. Bidders whose bid securities are issued by a foreign Bank must be routed through a correspondent bank in Uganda licensed by Bank of Uganda.
10) Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
