- The Government of Sierra Leone through the Ministry of Finance has received financing from the World Bank toward the cost of the Sierra Leone Digital Transformation Project and intends to apply part of the proceeds toward payments under the contract[1]for Procurement of ICT equipment devices and assistive technologies for containerized digital learning hubs and the House of Parliament. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.
2. The Ministry of Communication, Technology and Innovation now invites sealed Bids from eligible Bidders for Procurement of ICT equipment devices and assistive technologies for containerized digital learning hubs and the House of Parliament. They include laptops 226, Digital Scanners 5, Tablets 150, Virtual Meeting Cameras 2, printers 16, NVDA software 32, etc..
3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 Procurement Regulations 7th edition as per legal agreement (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria including technical and non-price factors: 70% and for Bid cost: 30%.
5. Interested eligible Bidders may obtain further information from the Ministry of Communication, Technology and Innovation, Joe Gbouma-Alieu, procurement@sldtp.mocti.gov.sl and inspect the bidding document during office hours 0900 to 1700 hours Mondays to Fridays at the address given below.
6. The bidding document in English Language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Two Thousand, Five Hundred Leones (SLE2,500.00) or in a freely convertible currency. The method of payment will be cash payment to the Financial Management Specialist, Sierra Leone Digital Transformation Project,5th Floor, NaTCA Builing, Southridge, IMATT, Freetown, Sierra Leone . The document will be sent by email or hard copy printed and handed over whichever is convenient by the prospective supplier/vendor.
7. Bids must be delivered to the address below on or before 12:00 Noon 27th July 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below at the conference hall, at 12:00 Noon on 27th July 2026. All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.
8. All Bids must be accompanied by a Bid Security of Forty-Five Thousand United States Dollars ($45,000.00).
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
