The Republic of Türkiye has obtained a loan from the International Bank for Reconstruction and Development (IBRD – World Bank) to finance the expenditures under the Türkiye: Education for Job Market Readiness Project (P510381). A portion of the proceeds of the loan will be used for payments for the consultancy services to be procured under the Project. The Türkiye: Education for Job Market Readiness Project (E4J) aims to strengthen learning environments that support students' acquisition of priority skills, to support the professional development of teachers, and to ensure more effective participation of the private sector in education processes. The Directorate General of Innovation and Educational Technologies (YEGITEK) now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The attention of interested Consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (“Procurement Regulations”) (published in July 2016 and updated in November 2017 and August 2018) setting forth the World Bank’s policy on conflict of interest (https://thedocs.worldbank.org/en/doc/c84273d1b230aeb2b0b8134de5dc8cd7-0290012025/original/Procurement-Regulations-7th-Edition-Sep-2025.pdf).
Consultants will be selected in accordance with the Approved Selection Methods for Individual Consultants set out in the Procurement Regulations. The contract will be signed between the Directorate General of Innovation and Educational Technologies YEGITEK and the Consultant.
Turkish and English CVs prepared in accordance with the template provided in the Annex, together with copies of the diplomas, certificates, reference letters, and other supporting documents referred to in the CV, as well as the names and telephone numbers of persons who may be contacted regarding the applicant’s professional experience, must be submitted no later than 5:00 p.m. (local time) on 02/11/2026, either by e-mail to the address provided below or by hand delivery to the address specified below.
