Description

SECTION I: INVITATION TO e-BIDS Tender Notice No. SMEDA/OM/IT/G&S/046 REQUEST FOR BIDS 1. SMEDA has received grant from the “Global Environment Facility (GEF)"towards the cost of “Bananas in Pakistan's Bioeconomy: Transforming Waste into Textile” By SMEDA & Food and Agriculture Organization (FAO), UN and it intends to apply part of the proceeds of this grant to cover eligible payments under the contract for procurement of IT equipment under the project. 2. SMEDA now invites electronic bids from eligible Bidders registered on EPADS for procurement of said equipment. 3. Single Stage One Envelop (SSOE) Method of Procurement in terms of Clause 36(A) will be used in line with the Public Procurement Rules, 2004, Regulations and Instructions issued by the Authority (from time to time) by using Least Cost Selection method for said procurement. 4. All bids must be accompanied by a Bid Security in the form of Bank Guarantee / Pay Order / Demand Draft / CDR as per Category wise details given below: Sr. Category Bid Security Amount 1 Category 1 Rs. 175,000 2 Category 2 Rs. 20,000 3 Category 3 Rs. 60,000 5. Scanned copy of Bid Security must be uploaded on EPADS along with bid submission. Original Bid Security must be submitted at the address given below prior to the bid opening date and time. 6. E-Bidding documents, as per regulations, containing detailed terms & conditions, specifications and requirements etc. are available on E-Pak Acquisition & Disposal System (EPADS) at www.eprocure.gov.pk, SMEDA www.smeda.org and PPRA www.ppra.gov.pk 7. The electronic bids prepared in accordance with the instructions in the e-Bidding documents must be submitted through EPADS on or before 1:00 PM, June 11, 2026. Electronic bids will be opened on the same day at 1:30 PM on www.eprocure.gov.pk. Manual submission of bids shall not be entertained. 8. In terms of Rules 48 of Public Procurement Rules, 2004 Grievance Redressal Committee (GRC) is notified for the subject procurement and notification copy is available on EPADS at (www.eprocure.gov.pk), procuring agency’s website (www.smeda.org.pk) and on Authority’s website at (www.ppra.org.pk).
