NATIONAL UNIVERSITIES COMMISSION SPECIFIC PROCUREMENT NOTICE Date: 18th September 2026 Name of Country: Nigeria Name of Project: Blueprint’s ICT Dev Project IFB No: NG-NUC-ICT. Dev-NC-001-2026 1. The National Universities Commission has received funds from the Agence Française de Développement (the French Development Agency) towards the cost of Blueprint’s Information and Communications Technology Development (Blueprint -ICT Dev) Project. It is intended that part of the proceeds of these funds will be applied to eligible payments under the contract for Learning Management System Software (Moodle). 2. The National Universities Commission now invites sealed bids from eligible bidders for the procurement of Learning Management System Software (Moodle). (“the Non - Consulting Services”). 3. Interested eligible bidders may obtain further information from and inspect the Bidding Documents at the office of Project Coordinator, Attn: Dr. Joshua A. Atah, National Universities Commission at 26 Aguiyi Ironsi Street, Maitama, Abuja Tel: +234 803 314 5148, [email protected] & [email protected] and inspect the Bidding Documents between the hours of 0900 to 1700 hours. 4. A complete set of Bidding Documents may be purchased by interested bidders on the submission of a written application to the above and upon payment of a non-refundable fee of One hundred thousand Naira (N100,000.00) via Remita by generating Remita Retrieval Reference (RRR) in favour of Blueprint’s Information and Communications Technology Development (Blueprint -ICT Dev) Project, National Universities Commission- Project Implementation Unit. Access will be provided to enable bidders to download the Bidding document on confirmation of payments. 5. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the Agence Française de Développement’s Bidding Documents for Procurement of Non - Consulting Services. 6. Bids must be delivered to the above office on or before 12:00 pm on 13th November 2026 and must be accompanied by Bid Securing Declaration. 7. Bids will be opened in public and in the presence of bidders’ representatives who choose to attend at 12:01pm, 13th November 2026 at the National Universities Commission- (ICT Dev.)
