  1. The Islamic Republic of Pakistan has received financing from the World Bank toward the cost of the Sindh Livestock and Aquaculture Development Project (SLADP) and intends to apply part of the proceeds toward payments under the contract for Procurement of machines/ instrument/ equipment/ chemicals (including lab furniture and plastic/ glassware) for establishment of Drug Testing Laboratory at Sindh Institute of Animal Health, Karachi.
  2. The Sindh Livestock and Aquaculture Development Project, Livestock and Fisheries Department, Government of Sindh, Pakistan now invite sealed Bids from eligible Bidders for Procurement of machines/ instrument/ equipment/ chemicals (including lab furniture and plastic/ glassware) for establishment of Drug Testing Laboratory at Sindh Institute of Animal Health, Karachi.
  3. Bidding will be conducted through Open National Competitive Bidding (NCB) procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents.

5. Interested eligible Bidders may obtain further information from the Project Implementation Unit (PIU), Sindh Livestock and Aquaculture Development Project (SLADP), Dr. Javed Memon, Project Director, pd.livaqua@gmail.com and ps.livaqua@hotmail.com and inspect the bidding document during office hours 0900 to 1700 hours at the address given below.

6. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of PKR 10,000 in the favor of “Project Director, Sindh Livestock and Aquaculture Development Project”. The method of payment will be Banker’s cheque/ pay order. The document will be sent by registered courier or by hand.

7. Bids must be delivered to the address below Bungalow No. A-53/1, located in Muslim Housing Society, Qasimabad, Hyderabad, on or before 22nd June 2026 before 01:00 PM. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below Bungalow No. A-53/1, located in Muslim Housing Society, Qasimabad, Hyderabad, on 22nd June 2026 01:00 PM. All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.

8. All Bids must be accompanied by a “Bid Security” in a form of Bank Guarantee or Banker’s Cheque issued by a Scheduled Bank of Pakistan in favor of “Project Director, Sindh Livestock and Aquaculture Development Project”. Bidders intending to apply for multiple lots must submit the sum of the bid security(ies) against the quoting lots.
