PROCUREMENT OF MEDICAL EQUIPMENT AND OTHER CONSUMABLES (2 Lots)

  1. The Lagos State Government has received financing from the World Bank toward the cost of the Immunization Plus and Malaria Progress by Accelerating Coverage and Transforming Services (IMPACT) project and intends to apply part of the proceeds toward payments under the contract for the Procurement of Medical Equipment and other consumables for the newly renovated 27 Nos. PHCs facilities under the IMPACT Project. “For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments which the contract provides to be made through a letter of credit.”]

3. Bidding will be conducted through Open/National Competitive procurement method using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (Revised February 2025), and is open to all eligible Bidders as defined in the Procurement Regulations, that meet the following minimum qualification criteria:

  • Documentary evidence of previous supply (sale) and delivery of similar equipment proposed for the last three (3) years.
  • Audited Financial Statements for the last three (3) years from a reputable and accredited accounting firm to demonstrate the financial capability of the Bidder in terms of profitability and adequate working capital.
  • If a Bidder is not a Manufacturer, but is offering the Goods on behalf of the Manufacturer, the Bidder shall be required to provide the Manufacturer’ Authorization using the Manufacturer’s Authorization Form in Section IV, Bidding Forms.

Interested eligible Bidders may obtain further information in writing from Lagos State (IMPACT) Project - Immunization Component, The Project Manager (Immunization Component, at lagosimpact2@gmail.com and cc: bon_sing@yahoo.com or call Adeyemi on 09040000602 and inspect the bidding document during office hours 9:00am to 4:00pm Monday to Friday with the exception of Public Holidays at the address given below.

  1. The bidding document in English Language may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of One Hundred Thousand Naira (N100,000.00) only.
  1. The method of payment will be by the Bank Manager’s Cheque (Bank Drafts) from a recognized commercial bank, made payable to the LASG Malaria IMPACT Project Counterpart Naira Account. The bid document may be collected by the Supplier’s Representative duly authorized by the Supplier in his application or sent by courier service upon request (In the case of request by courier, the bidder is advised to arrange for own pre-paid courier service.)
  1. Bids must be delivered to the address below on or before Monday, July 6, 2026 by 12.00a.m. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on Monday, July 6, 2026 by 12:00 a.m at Folarin Coker Clinic Hall, The Secretariat, Alausa, Ikeja, Lagos State.
  2. All Bids must be accompanied by a bid security of Four Million Naira (N4,000,000.00) in the form of a Bank Guarantee, or Bank Manager’s cheque/Bid Bond issued by a reputable Nigerian Commercial Bank or State Approved Insurance firm.
