  1. The Islamic Republic of Pakistan has received financing from the World Bank toward the cost of the Karachi Mobility Project – Yellow Line Corridor (BRT) [the Project], and intends to apply part of the proceeds for consulting services for ā€œProcurement of Procurement & Contractor Management Specialist (P&CMS) as Required to Support the PMT-KMP (Office of the Project Director) [Individual Consultant]ā€.
  2. The Project Management Team, Karachi Mobility Project, Sindh Mass Transit Authority, Government of Sindh now invites eligible consulting firms & Individual Consultant (ā€œConsultantsā€) to indicate their interest in providing the required services. Interested Consultants should provide information demonstrating that they have the following qualifications and relevant experience to perform the Services.
  3. Position:

    Procurement & Contract Management Specialist – (One Position)

    Qualification:

    Bachelor's degree in Civil or Highway Engineering. Post Graduate Diploma or MSc degree in a relevant discipline.

    Experience:

    • At least fifteen (15) years' practical experience in Procurement and Contract Administration after acquiring the stipulated qualification;
    • At least five years’ experience on development partner financed projects including the World Bank;
    • Hands-on experience on the Standard Procurement documents such as PEC (Pakistan Engineering Council) and FIDIC Conditions of Contract and documents.
    • Excellent written and oral communication skills in English to develop and process complex technical documents, reports, papers and recommendations. Urdu language skill is an advantage.
    • Excellent computer skills including MS-Office (Word, Excel and Power-Point), familiarity with WB Procurement System in Tracking of Procurement (STEP) or other similar Procurement Software is an advantage.
    • Having well-developed planning and organizational skills to manage & execute multiple contracts in short timeframes.
    • Experienced in developing request for quotations, tenders and contracts to meet client needs within allocated budgets.
  4. The Consultant will require to submit the deliverables as per the structured framework given in TORs. The detailed scope of work (TORs) for the consulting services for ā€œProcurement of Procurement & Contractor Management Specialist (P&CMS) as Required to Support the PMT-KMP (Office of the Project Director) [Individual Consultant]ā€ that leads to the implementation of the project may be downloaded from https://kmp.gos.pk/download/ OR may be obtained from the address given below.
  5. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14 [Conflict of Interest], 3.16, and 3.17 [Consulting Services] of the World Bank’s ā€œProcurement Regulations for IPF Borrowersā€ July 2016, Revised November 2017 and August 2018 (ā€œProcurement Regulationsā€), setting forth the World Bank’s policy on conflict of interest.
  6. Consultant will be selected in accordance with the Individual Consultant Selection open method set out in the World Bank Procurement Regulations.
