Request for Bids

Contract title: Procurement of: Supply, installation, testing, commissioning, and maintenance of hyperconverged infrastructure (HCI) and AD/LDAP solution for the Department of Meteorology.

  1. The Democratic Socialist Republic of Sri Lanka has received a loan from the financing from the World Bank toward the cost of the Climate Resilience Multiphase Programmatic Approach (CResMPA) and intends to apply part of the proceeds toward payments under the contract.
  2. The Chairman, Project Procurement Committee on behalf of Climate Resilience Multiphase Programmatic Approach now invites sealed Bids from eligible Bidders for Procurement of: Supply, installation, testing, commissioning, and maintenance of hyperconverged infrastructure (HCI) and AD/LDAP solution for the Department of Meteorology. Implementation period: Three months. Warranty, Support and Maintenance: Period: 5 years.

3. Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

Bidder must meet the following minimum qualification criteria:

(i) General Experience: The Bidder shall have at least five (5) years of experience in the supply, delivery, installation, configuration, testing, and commissioning of enterprise ICT infrastructure solutions of similar nature and complexity, including at least one or more of the following technology areas:

  • HyperConverged Infrastructure (HCI)
  • Server virtualization platforms
  • Softwaredefined or enterprise storage
  • Enterprise backup and recovery solutions
  • Active Directory / LDAP directory services
  • Centralized authentication solutions for server or application environments

These solutions shall have been completed satisfactorily prior to the bid submission deadline.

(ii) Specific Experience: The Bidder shall have successfully completed at least one (1) contract during the last five (5) years for the supply, delivery, installation, configuration, testing, and commissioning of enterprise ICT infrastructure or data center solutions, contract value of not less than LKR 140 million. contract shall include at least HCI infrastructure, Software Define Storage or Server virtualization platform.

(iii) Manufacturer Experience: The manufacturers of the primary proposed equipment and software — specifically the HCI server platform, virtualization platform, and any bundled backup or management platform — shall have at least ten (10) years of proven experience in manufacturing, developing, and supplying similar enterprise infrastructure solutions, with successful deployment track records in Sri Lanka (e.g., national data centers, critical public sector, financial sector, or telecom environments). For open-source solutions, the platform shall have at least five (5) years of active development and demonstrated production deployments of comparable scale and complexity.

(iv) Technical Capacity: The Bidder shall demonstrate that it has, suitably qualified and experienced technical personnel for design, installation, configuration, testing, commissioning, migration, and ongoing support of:

  • HCI platforms and enterprise server hardware
  • Virtualization systems and cluster management platforms
  • Softwaredefined storage
  • Directory services (Active Directory, LDAP, Kerberos, DNS)
  • Linux and Windows integration with centralized authentication
  • Enterprise backup and recovery environments
  • Highavailability and failover configurations

The Bidder shall provide brief CVs or profiles of key technical staff (or key positions) covering these competencies.

(v) Financial Capacity:

a. The minimum required Average Annual Turnover (AAT) of the Bidder for the last three (3) financial years shall be not less than LKR 250 million.

b. The minimum amount of liquid assets and/or credit facilities, net of other contractual commitments, of the Bidder shall be not less than LKR 70 million.

5. The bidding document in the English language may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of LKR. 50,000.00 from July 24, 2026 between 9.00 am to 3.30 pm on any working day. The method of payment will be Cash.

6. Bids must be delivered to the address below on or before August 13, 2026 at 4.00 p.m. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened soon after closing in the presence of the bidders’ representatives who choose to attend.

7. All Bids must be accompanied by a Bid Security in the form of Bank Guarantee: LKR 4.0 million.

8. A Pre-Bid Meeting will be arranged at 4:00 p.m. on July 30, 2026 in the Conference Room at the address given below.
