1. The Government of South Sudan has received financing from the World Bank toward the cost of Building Skills for Human Capital Development project, and intends to apply part of the proceeds toward payments under the contract for Procurement of teacher training Institutes furniture.
2. The Ministry of General Education and Instruction (MoGEI) now invites sealed Bids from eligible Bidders for

3. Bidders may Bid for one or several Lots, as further defined in the request for bids document. Bidders wishing to offer discounts in case they are awarded more than one lot in a contract will be allowed to do so, provided those discounts are included in the Letter of Bid.
4. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Seventh Edition of September 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
5. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 75 %. and for Bid cost: 25 %.
6. Interested eligible Bidders may obtain further information from the Ministry of General Education and Instruction (MoGEI) Office, Project Implementation Unit (PIU) of Ministry of General Education and instruction and inspect the Bidding document during office hours at the Office of the Project Implementation Unit of Ministry of General Education and instruction from 0900 to 1700 hours South Sudan local time on working days at the address given below.
7. The bidding document in English may be obtained by interested eligible Bidders upon the submission of a written application to the address below. The document will be collected by interested bidders at the below stated address physically or sent by email notified by the bidders.
8. Bids must be delivered to the address below on or before 14th August, 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below 14th August, 2026 at 10.00 hours local Juba time. All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.
9. All Bids must be accompanied by a Bid-Securing Declaration.
10. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
