1.  The Government of Liberia through the Ministry of Agriculture has received additional credits in the amount of 30 million from the IDA Crisis Response Window – Early Response Financing CRW-ERF as additional financing (AF) to the Republic of Liberia for the Rural Economic Transformation Project (RETRAP) and intends to apply part of the proceeds toward payments under the contract for the Procurement of Works: Construction of for the upgrading of 8 Agriculture Mechanization Service Centers in Gbedin & Tappita (Nimba); Fuamah & Garmue (Bong); Foya & Kolahun (Lofa); Kakata (Margibi); Bensonville (Montserrado).

 

2.  The Ministry of Agriculture through the Project Implementation Unit now invites sealed bids from eligible bidders for the Procurement of Works: Upgrading of 8 Agriculture Mechanization Service Centers in Gbedin & Tappita (Nimba); Fuamah & Garmue (Bong); Foya & Kolahun (Lofa); Kakata (Margibi); Bensonville (Montserrado.

 

3. Bidding will be conducted through the National Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement Regulations for IPF Borrowers (Procurement in Investment Project Financing – Goods, Works, Non-Consulting and Consulting Services; July 2016) and revised November 2017, July 2018, November 2020, September 2023 and September 2025 and is open to all eligible Bidders as defined in the Procurement Regulations Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

 

4. Interested eligible Bidders may obtain further information from RETRAP Project Implementation Unit (PIU), Ministry of Agriculture, 2nd Floor LIBSUCO Building, Japan Freeway (Formerly Somalia Drive), Gardnerville – Monrovia, Liberia and inspect the bidding document during office hours 0900 to 1600 hours at the address or email addresses given below:

 

5. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of US$50 (Fifty US Dollars). The method of payment will be direct deposit to RETRAP MOA account or physical payment to the RETRAP Finance Office and obtain a receipt. The document will be sent by hand-delivery or through soft copy.

 

6. Bids must be delivered to the address below and placed in the tender box on or before 2ND July 2026 at 1400 hours or 2:00pm Monrovia time. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 2ND July at 14:05 hours or 2:05pm Monrovia time.  

7.  All Bids must be accompanied by a Bid Security, of US$6,000.00 (Six Thousand United States Dollars) from a reputable bank.

  1. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
