Production and broadcast of an advertising spot as part of the "Ecomarinas" project

1. The subject of the order is the production of an advertising spot for the "Ecomarinas" project in two versions: 1) 30-second - intended for, among others, broadcast on social media and websites, 2) 15-second - intended for, among others, broadcast on television and in cinemas. and broadcast of the spot in: 1) national and regional television channels. 2) cinemas located in the Pomeranian and Warmian-Masurian Voivodeships, 3) online social and video platforms. 2. A detailed description of the subject of the order is specified in the Detailed Description of the Subject of the Order (SOPZ), which is Annex No. 2 to the SWZ and in the draft agreement, which is Annex No. 3 to the SWZ. 3. In all provisions of the SWZ and its annexes, where the Contracting Authority refers to or describes the subject of the order by: 1) indicating trademarks, patents or origin, source or specific process that characterizes the products or services supplied by a specific Contractor (in accordance with art. 99 sec. 5 of the Pzp Act), equivalent solutions are permitted for all these cases. In a situation where the Contracting Authority has specified the permissible scope of equivalence in the SWZ, the Contractor, using equivalent solutions within the limits permitted by the Contracting Authority in the SWZ, must specify the scope of the equivalent solution used. In the event that the Description of the Subject of the Order provides for the names of materials, products or devices of specific manufacturers, they should be treated only as an indication of the desired standard and quality. 2) referring to standards, technical assessments, technical specifications and systems of technical references, the Contracting Authority, in accordance with art. 101 sec. 4 of the Pzp Act, permits solutions equivalent to those described. Equivalence means offering a product that ensures the same or a higher level of performance, technical, quality, functional and regulatory requirements as in the case of references resulting from the SWZ and its annexes. In the case of offering an equivalent solution, the Contractor is obliged to demonstrate the equivalence of the applied solutions. In such a case, the contractor attaches a list of equivalent solutions with their description or standards to the offer. 4. The Contracting Authority does not reserve the possibility of applying for the order only by Contractors referred to in art. 94 of the Pzp Act. 5. Subcontracting: 1) The Contractor may entrust the execution of part of the order to a subcontractor (subcontractors); 2) In connection with the execution of the order, the contracting authority does not reserve the obligation to personally perform key tasks of the order; 3) The Contracting Authority requires that, in the event of entrusting part of the order to subcontractors, the Contractor shall indicate in the offer the parts of the order whose execution it intends to entrust to subcontractors and shall provide (if already known) the names of these subcontractors along with the subject of subcontracting agreements for which they are proposed; 4) Entrusting parts to subcontractors does not release the Contractor from responsibility for the proper execution of the contract. 6. Additionally, the Contracting Authority informs that: 1) it does not allow for the submission of partial offers; 2) it does not provide for the obligation for the Contractor to conduct a site visit and for the Contractor to check documents necessary for the execution of the order available on-site at the Contracting Authority's premises. 3) it does not allow for the submission of a variant offer, referred to in art. 92 of the Pzp Act, i.e., an offer providing for a different method of executing the order than specified in this SWZ; 4) it does not provide for the conclusion of framework agreements and the establishment of dynamic purchasing systems, nor does it provide for the selection of the most economically advantageous tender using an electronic auction; 5) it does not provide for the awarding of contracts on the basis of art. 214 sec. 1 point 7 of the Pzp Act; 6) it does not provide for settlement in foreign currencies - settlement of the order is carried out in PLN; 7) it does not provide for reimbursement of participation costs in the proceedings; 8) it does not provide for advance payments for the execution of the order...
