Considerando que a Secretaria de Desenvolvimento Social e Cidadania, regulamentada pela Lei Municipal nº 3.847 de 06 de janeiro de 2026, Capítulo III, que dispõe sobre ações de enfrentamento às baixas temperaturas para à população em situação de rua durante o período de maio a agosto, ininterruptamente, podendo ser antecipado ou prorrogado conforme as condições climáticas e avaliação da equipe técnica gestora, faz-se necessária a contratação de profissional de apoio técnico para orientação, tratativa e cuidados ao acolhimento à população em situação de rua, com o intuito de preparar, organizar e zelar pela conservação e ordem do espaço físico em que será realizado o acolhimento, bem como auxiliar durante a entrega de alimento e kits de higiene e cobertores, evitando ao fim a sobrecarga dos servidores.
