Specific considerations for this assignment, if any, are discussed here: The recruitment process for this assignment involves a two-stage mechanism: (i) a Framework Agreement (FA) established with the highest-ranked consulting firm selected through Quality- and Cost-Based Selection (QCBS), and (ii) project- specific call-off contracts signed between GDICDM and the Consultant for specific sector investments. Regarding potential extensions, timing, and scale: Natural Boundaries & Funding Limits: The overall implementation period for the Project Preparation Assistance Facility (PPAF) runs from April 2026 to December 2032. The PPAF is backed by an ADB loan financing limit of USD 15.00 million. Timing and Scale of Call-Off Contracts: Individual call-off contract durations for detailed engineering designs (DED), cost estimates, safeguard inputs, and bidding document preparation are estimated to take between 6 to 12 months, depending on the complexity of the specific subproject. Possible Extensions / Additional Scope: Additional preparation and design work for ensuing projects may be identified during PPAF implementation and agreed upon between ADB and the Royal Government of Cambodia (RGC). Consequently, call- off contracts may be extended or new call-off contracts issued under the Framework Agreement, subject to the overall PPAF implementation timeline ending in December 2032, available facility funds, and satisfactory performance by the Consultant.
