Assignment Title: Project Management Consultant for the Accelerated Water and Sanitation Project in Selected Areas (AWSPSA)

The Republic of the Philippines has applied for financing from the World Bank toward the cost of Accelerated Water and Sanitation Project in Selected Areas, and intends to apply part of the proceeds for consulting services which will cover selected areas in Bohol, Siargao Island, and Jolo.
The PMC shall provide engineering, procurement, financial management, contract administration, environmental and social safeguards oversight, and construction supervision services throughout the entire project cycle. The PMC shall act as the Employer’s Engineer under Design-Build (DB) and Design-Build-Operate (DBO) arrangements and ensure compliance with applicable national laws, DPWH standards, and World Bank Environmental and Social Standards (ESS), including the Environmental and Social Commitment Plan (ESCP), Environmental and Social Management Framework (ESMF), and Stakeholder Engagement Plan (SEP).
The assignment includes pre-construction planning, design review, procurement support, testing and commissioning, post-construction monitoring, defects liability management, and project close-out.
The estimated implementation period is approximately five (5) years, covering pre-construction, procurement, construction, commissioning, and post-construction phases.
The estimated level of effort (indicative professional staff-months) is 392 person-months for Key Experts and 1,322 person-months for Non-Key Experts. The actual staffing inputs shall be proposed by the Consultant based on its methodology and staffing plan, and shall cover continuous inputs across the full project implementation period.

The Department of Public Works and Highways (DPWH) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are summarized below:
- Core Business, General Experience
The Consultant shall demonstrate corporate strength and relevant experience in infrastructure consulting services. This includes:
- Number of years of continuous operation of at least 10 years;
- Experience in delivering infrastructure-related consulting services.
- Adequacy of organizational structure and resources;
- General financial and operational capacity to undertake assignments of similar scale and complexity.
- Relevant Experience in Similar Assignments
The Consultant shall demonstrate substantial experience in assignments of similar nature, scope, and complexity, preferably within the last fifteen (15) years. Relevant experience should include completed assignments as Project Management Consultant (PMC) or Engineer for Design-Build (DB) and/or Design-Build-Operate (DBO) water supply and sanitation infrastructure projects, demonstrating experience in procurement and financial management support, construction supervision, contract management, testing, commissioning, and operations and maintenance (O&M) and/or process proving support, preferably under multi-component or program-level projects. The required experience may be a combination of experience from one or more contracts.
Only contracts where the Consultant acted as the main consultant or a joint venture (JV) partner shall be considered.
- Technical and Managerial Capability (Firm-Level)
The Consultant must demonstrate the availability and use of effective project management systems and tools, such as Project Management Information Systems (PMIS) and Document Management Systems (DMS), as well as strong multidisciplinary capability covering engineering, procurement, contract management, and construction supervision.
- General Requirements
The Firm shall provide the Signed Contract Agreement and/or Taking-Over Certificate, Contract Completion Certificate or Performance Certificate, in sufficient detail to verify the contract name, value and completion time. If the document is other than in English, an accurate certified translation of these documents in English shall be provided.
- Firm Qualification Basis Only
The evaluation of Expressions of Interest (EOI) or shortlisting shall be strictly based on the qualifications, experience, and capacity of the firm or consortium.
- Association of Firms
Firms are allowed to form joint ventures or associations with other firms to enhance their overall qualifications and technical capacity, this shall be clearly indicated if association is JV or sub consultant. The combined experience of all participating firms shall be considered, subject to the JV evaluation provisions and clearly defined roles and responsibilities
The attention of interested Consultants is drawn to Section III, paragraphs, 3.15, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Procurement Regulations.
