Opdrachtomschrijving Voor het taakveld vastgoed en grondzaken van de gemeente Schagen zijn we op zoek naar een projectleider ?grip op vastgoed?. De gemeentelijke vastgoedportefeuille, bestaande uit ca. 150 ha (niet openbare) grond en ca. 65 gebouwen, vraagt al enige jaren aandacht. Bij onderzoeken is geconstateerd dat er meer overzicht en inzicht in de vastgoedportefeuille nodig is en dat de informatievoorziening en het inzicht in beleid verbetert kan worden. Gestreefd wordt naar een (minimaal) kostprijsdekkende exploitatie van de portefeuille. Daarvoor moeten impliciete subsidies expliciet worden en (politieke) keuzes ten aanzien van het vastgoed transparant zijn/worden. Met het oog hierop is het project ?grip op vastgoed? gestart. Doelstellingen van dit project zijn o.a.: Verkrijgen van inzicht in opbrengsten, kosten, risico?s en beheersmaatregelen voor college van B&W en gemeenteraad. Er is sprake van marktconforme huren en er is zicht op kostprijsdekkende exploitatie; Rechtmatige verhuur en (uitgifte) van gemeentelijk vastgoed conform de ABBB en in overeenstemming met de Wet Markt en overheid; Aanschaf en implementatie van een vastgoedbeheersysteem; Ontwikkeling vastgoedmanagementrapportage waardoor vastgoedinformatie integraal eenduidig inzichtelijk is en er gestuurd kan worden op portefeuilleniveau en op objectniveau; Opstellen van werkprocessen; Wegwerken ?achterstallig onderhoud?. Voor alle objecten waar geen contract voor aanwezig is het nodig een contract op te stellen of te achterhalen. Werkzaamheden - je bent verantwoordelijk voor het integrale project ?grip op vastgoed? - je bent voorzitter van de projectgroep die regelmatig bijeenkomt - je maakt deel uit van de stuurgroep die toeziet op de voorgang van het project. Organisatie Het taakveld vastgoed en grondzaken maakt deel uit van het team ruimtelijke ontwikkeling. Inmiddels wordt er gewerkt met assetmanagers die ieder een deel van de portefeuille beheren. Aan de assetmanagers zijn medewerkers gekoppeld die zich bezig houden met het onderhoud van het vastgoed alsmede aan een vastgoedmedewerker, zodat het juridisch beheer en het onderhoud op elkaar aansluit. Verder bestaat het team uit een jurist en een strategisch adviseur.
