Project "Air Quality Monitoring in the Area of the Port Authority of Dubrovnik" - Procurement and Installation of Measuring and Auxiliary Equipment The subject of this tender is the procurement and installation of goods, in accordance with the technical specifications, drawings, and bill of quantities, which indicate the name, quantity, and other conditions necessary for completing the offer. The subject of the procurement is not divided into lots, and the estimated value of the procurement relates to the entire subject of procurement, and the Contracting Authority intends to conclude one public procurement contract for the entire subject of procurement with the selected economic operator. The project includes the construction and equipping of a reference measuring station of container type for continuous monitoring of air quality in the area of the Port Authority of Dubrovnik. Through the implementation of modern technologies, the project will enable the monitoring of pollutants whose concentrations need to be continuously measured at the selected location of the Port Authority of Ploče, namely: gaseous pollutants nitrogen oxides (NO and NO2), carbon monoxide (CO), sulfur dioxide (SO2), and particulate matter PM10 and PM2.5. Meteorological parameters (temperature, relative humidity, wind direction and speed) must be continuously measured at the location. Furthermore, the analyzer must have the capability to check particle concentrations at the station using reference material. The subject of the contract includes A Supply, construction, and installation of one automatic air quality monitoring station in container design B Supply and installation of auxiliary equipment - three air quality measuring sensor stations C Calibration of gaseous pollutant analyzers in an accredited calibration laboratory according to HRN EN ISO/IEC 17025 or equivalent before delivery and after one year of station operation D Installation of an information system for collecting, storing, transmitting, and processing/validating measurement results E Maintenance/service of equipment during two years of station operation in accordance with the equipment manufacturer's recommendations F Data validation during two years of station operation G Conducting the equivalence procedure for PM10/PM2.5 during the first year of operation Criteria for assessing the equivalence of the subject of procurement: The Contracting Authority does not use descriptions specifying a particular brand or source, or a particular process with the characteristics of products or services provided by a particular economic operator, or trademarks, patents, types, or specific origin or production if it would have the effect of favoring or excluding certain economic operators or certain products, unless justified by the subject of procurement. If the Contracting Authority cannot describe the subject of procurement or a part thereof with sufficient precision and clarity, it shall indicate the term "or equivalent" after the designation, as well as the technical specifications, i.e., the elements that are criteria for assessing equivalence. Provisions on standards If technical rules describing the subject of procurement are indicated in the procurement documentation using Croatian, European, or international standards, the tenderer must offer the subject of procurement in accordance with the standards from the procurement documentation or an equivalent solution. For each standard listed under the relevant standardization system, it is permissible to offer an equivalent solution, technical approval, or instruction from the relevant Croatian, European, or international nomenclature, and in such cases, each such instruction is considered to be accompanied by the term "or equivalent," and tenderers are free to offer equivalent solutions. The Contracting Authority will not reject an offer because the proposed works do not comply with the technical specifications referred to therein, if the tenderer satisfactorily proves to the Contracting Authority by any appropriate means, including the means of proof from Article 213 of ZJN 2016, that the proposed solutions equally satisfy the requirements defined by the technical specifications.
