Die HEnW KommunalEnergie GmbH (HKE) ist ein Tochterunternehmen des städtischen Energieversorgungsunternehmens Hamburger Energiewerke GmbH. Sie wurde mit dem Zweck gegründet für die Freie und Hansestadt Hamburg (FHH), ihre Behörden und ihre Unternehmen Photovoltaikanlagen sowie innovative und CO2-arme Wärme- und Energieversorgungskonzepte zu entwickeln, umzusetzen, zu betreiben und damit die Erreichung der Klimaschutzziele der FHH sicherzustellen. Hierfür ist die HKE als inhousefähige Gesellschaft aufgestellt worden und kann daher seitens der FHH sowie ihrer Unternehmen und Institutionen direkt beauftragt werden. Im Südwesten von Hamburg, im Stadtteil Neugraben-Fischbek, an der Grenze zu Niedersachsen soll ein Neubauquartier entstehen. Die HKE ist mit der zentralen leitungsgebundenen Wärmeversorgung des Gebiets beauftragt worden. Das Planungsgebiet Fischbeker Reethen erstreckt sich über etwa 70 Hektar. Nach Osten hin reicht das Planungsgebiet an das bebaute Gebiet im Stadtteil heran, während es im Westen bis an die Hamburger Stadtgrenze und direkt an Neu Wulmstorf anschließt. Im Quartier Fischbeker Reethen sollen ca. 2.300 Wohneinheiten entstehen, die sich auf etwa 240.000 m² Bruttogeschossfläche (BGF) verteilen.
