Description

Agency: UN Secretariat | Reference: EOIUNOG24862 | Type: Request for EOI IN ENGLISH The United Nations Office at Geneva (UNOG) seeks to obtain a global dataset of cargo-ship voyages for 2023, derived from Automatic Identification System (AIS) information and associated vessel, port and cargo information. The dataset shall include vessel characteristics, origin/ destination country and port, timestamps of departure and arrival, voyage times and distances, cargo-related measures, for direct use in UNCTAD’s analytical workflow and simulation models. Dataset should also include passages in global maritime chokepoints, with voyage identification key to link the passage table with voyage table. Examples of the expected deliverables: - provision of the individual voyage level dataset in 2023 for all cargo-vessels (i.e. container ships, bulk carriers, tankers, gas carriers, general cargo ships, RoRo, ferries, and other cargo-carrying vessels) that are available from AIS information, with complete global geographic coverage. It must include the vessel identification number, vessel name, origin country, origin port, destination country, destination port, departure timestamp, arrival timestamp, voyage distance, duration and other vessel- and cargo-related fields. To ensure complete global coverage, AIS information must be collected not only by land-based receivers but by satellite receivers. The dataset must cover all voyages of cargo vessels, taken place from 1 January 2023 to 31 December 2023. - provision of the dataset on passages through the agreed maritime chokepoints. Relevant chokepoint passages include, but not limited to, the Suez Canal, Panama Canal, Bab el-Mandeb Strait, Strait of Hormuz, Strait of Malacca, Strait of Gibraltar, Cape of Good Hope, Bosphorus Strait, and Oresund. The passage data must include the chokepoint identifier and name, the vessel identification number, the passage date and time (or entry and exit timestamps), the direction of passage, and the associated voyage-record identifier or documented linking key. - provision of quality control on the delivered data, including identifier validation, duplicate checks, chronological checks and checks on numeric variables. - provision of a data dictionary, list of vessel types and other relevant classification codes, methodology note if available, and coverage and quality report. - provision of technical clarification during the agreed acceptance and support period. Vendors responding to this REOI are kindly requested to submit a confirmation of their ability to provide the above deliverables, together with supporting evidence by email to ekaterina.esina@un.org. Supporting evidence may include, but not limited to, references from similar assignments, sample datasets or reports, expected numbers of records in final datasets (i.e., numbers of maritime voyages and chokepoint passages, separately reported), data dictionaries, methodology notes, quality assurance procedures, data coverage assessment, and information demonstrating relevant technical expertise and experience in providing maritime voyage and chokepoint datasets. The deadline for submitting your response to this EOI is indicated in the title. All responses will be treated with strict confidentiality. This Request for Expression of Interest does not constitute a solicitation. While the information gathered through this REOI may inform future bidding exercises, it should be noted that there is no guarantee that a solicitation will be launched following these inquiries.
