ASSIGNMENT TITLE: CONSULTING SERVICES FOR CONSTRUCTION SUPPORT SUPERVISION OF FARM ACCESS ROAD CHOKES IN THE 69 DISTRICTS UNDER THE UGANDA CLIMATE AGRICULTURE TRANSFORMATION PROJECT
The Ministry of Agriculture, Animal Industry and Fisheries has received financing from the World Bank toward the cost of the Uganda Climate Smart Agricultural Transformation Project and intends to apply part of the proceeds for Consulting services for Construction Support Supervision of firm access road chokes in the 69 Districts under the Uganda Climate Agriculture Transformation Project.
The Consulting services (“the Services”) include support supervision of the entire rehabilitation process of 101 farm access roads/links totaling 569km in the 69 districts. The farm access roads have been grouped into 6 packages and 41 lots with most of the lots consisting of two districts.
The Construction support supervision for each lot shall take 30 months comprising a construction period of 18 months plus a defect’s liability period of 12 months.

The Ministry of Agriculture, Animal Industry and Fisheries now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria include:
1.A minimum of 10 (ten) years of core business as a consultant in undertaking detailed designs and construction supervision of road infrastructure projects.
2.Submit the firm’s organogram to demonstrate the firm’s technical and managerial capability
3.Experience of at least five (5) similar assignments of similar scope, nature and value in the last ten (10) years;
4.Experience in similar conditions with at least two (2) similar projects in sub-Saharan African or other countries in the world at similar level of development as sub-Saharan Africa
5.Experience in supervising community access Road rehabilitation and maintenance projects of similar scope, nature and value with application of Environmental and Social Safeguards Policy and instruments citing examples of such projects;
5.Presence of appropriate skills among staff in the area of Resident Engineer, Soils and Materials Engineer, Structural/Bridges Engineer, Topography Surveyor, Environmental Specialist, Social Development Safeguards officer, Occupational Health and Safety Specialist.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers July 2016” Seventh Edition, September 2025 “Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost Based selection method set out in the World Bank’s Procurement Regulations for IPF Borrowers July 2016 revised September 2025.

Expressions of interest (One original plus three copies) must be delivered in a written form (in person or by email) to the address below, by 23rdJune, 2026 at 1100 hours (Local Time).
The Expressions of Interest shall later be opened at 1110 hours (Local Time) on 23rd June, 2026 at the MAAIF Tent located at the address below.
