Request for Proposal “Provision of Structural Geology, Geomechanics and Seismic Interpretation Training Course” July 24, 2026 Mori Hiroyuki Executive Vice President, Energy Business Unit Japan Organization for Metals and Energy Security (JOGMEC) Japan Organization for Metals and Energy Security (“JOGMEC”) invites proposals for the “Structural Geology, Geomechanics and Seismic Interpretation Training Course” (the “Work”). Proposers who wish to respond to this request for proposal (“RFP”) must submit their proposals in accordance with the following instructions. 1 Title of the Work Provision of Structural Geology, Geomechanics and Seismic Interpretation Training Course 2 Outline of Duties The contractor (the “Contractor”) shall plan, organize, and deliver the training course in accordance with Appendix 1 “Course Description.” The course should be designed to support practical application in subsurface workflows and enhance participants’ understanding through a combination of lectures and interactive elements. The scope of duties includes, but is not limited to: ⚫ Planning and coordination of course content and schedule ⚫ Arrangement of instructor(s) ⚫ Preparation of training materials ⚫ Delivery and facilitation of lectures and workshops ⚫ Coordination with JOGMEC for smooth implementation The training is expected to be delivered over approximately five (5) days, including a combination of lectures and workshop or technical support sessions. 3 Outline of Contract 3.1 Type of Contract: Service Contract (Please refer to Appendix 2 “Draft Agreement” for details) 3.2 Period of Contract: From the date of contract to no later than the end of February 2027 3.3 Budget: The total contract amount (including all costs, reimbursable expenses, and applicable consumption taxes) shall not exceed USD 40,000 (the “Budget Ceiling”).The contract amount shall consist of: (i) Service Fee (fixed price); and (ii) Reimbursable Expenses (actual cost basis). Reimbursable Expenses (including travel, accommodation, and transportation costs) shall be reimbursed based on actual costs reasonably incurred and supported by appropriate documentation. However, the total amount payable by JOGMEC, including Service Fee, Reimbursable Expenses, and applicable consumption taxes, shall not exceed the Budget Ceiling. For proposal evaluation purposes, proposers shall provide an estimated breakdown of Reimbursable Expenses within the Total Price. For the avoidance of doubt, the Budget Ceiling is treated as a tax-inclusive upper limit. Any proposal exceeding this ceiling, including estimated taxes, will be disqualified. All cost proposals shall be prepared based on an assumed number of approximately 15 participants, and proposals will be evaluated on this basis. 3.4 Deliverables: ⚫ Course materials (electronic format) ⚫ Summary report of the training and workshop sessions 3.5 Language: English 3.6 Currency: USD only 4 Qualification Requirements The Contractor shall satisfy the following requirements: ⚫ Demonstrated experience in delivering training courses in structural geology, geomechanics, seismic interpretation, or related subsurface disciplines ⚫ Proven track record of delivering similar training programs to organizations in the oil and gas or energy sector within the past five years ⚫ Sufficient organizational capability and resources to carry out the Work ⚫ Ability to comply with JOGMEC’s contract conditions In addition, the following conditions shall apply: ⚫ (Only for entities registered in Japan) Governmental qualifications: B, or C rank in “Service” for Reiwa 7–9 fiscal years (FY2025–2027) under “Zenshocho Toitsu Shikaku” ⚫ The Contractor must not: o Be currently under a suspension of business operations imposed by any Japanese government administrative authorityo Fall under Item 3 of “Public announcement on the qualifications for participating in the tendering procedures by JOGMEC” 5 Proposal Submission Procedures 5.1 Required Documents Proposals shall be prepared using Appendix 3 “Proposal Form” and must include: ⚫ A technical proposal describing the course approach, prepared in accordance with Appendix 1 “Course Description” ⚫ Curriculum vitae (CV) of instructor(s) ⚫ Cost proposal Incomplete proposals will not be evaluated. 5.2 Submission Method Proposals shall be submitted electronically as follows: ⚫ Submission address: Attn: Furukawa (trc-koubo812@jogmec.go.jp) ⚫ Deadline: August 13, 2026, 5:00 PM (JST) ⚫ File format: PDF (A4 size) The proposal must be submitted by email.
