The purpose of this tender is to select one (1) multidisciplinary contractor, with specific knowledge and expertise in civil engineering and mechanical engineering works, who will participate in the construction team phase of the project. The contracting authority reserves the right to subsequently award the execution phase to the selected contractor as an optional follow-up step, whereby they will act as the executing contractor and be fully responsible for the execution of the works for the project.

The work involves the construction of a new pumping station in the existing drainage culvert Nol Zeven, a project by the contracting authority, which is being built in West Flanders to improve drainage to the Western Scheldt and reduce waterlogging. This pumping station supplements the discharge capacity of the current sluice gate and is crucial for more stable water level management and freshwater supply.

In the preliminary phase, the contracting authority has already carried out a variant analysis to determine the most optimal integration of pumps in the existing discharge culverts. This is done in such a way that the structure is maintained as much as possible and the discharge function is also preserved.
Based on the geometric contours and soil and water levels, it has been concluded and decided that only horizontally installed fish-friendly axial pumps can be integrated to achieve this goal without major structural modifications.
On this basis, the contracting authority has developed a sketch design and preliminary design based on a pump arrangement in vertical lifting gates at the location of the first sluice doors.
The pump installations must contribute to reliable water management within the GJP1249 water level area. Pumping station Nol Zeven must function fully automatically and with variable speed control and be connected to the contracting authority's Central Automation System (CAW).

The work in the construction team phase mainly consists of, in close cooperation with the contracting authority, the integrated and controlled preparation of the conversion of the sluice culverts of Nol Zeven.
For this project, the following activities have already been tendered by the contracting authority:
The supply, transport, and installation of four (4) horizontally installed axial pumps, one (1) dummy pump, and two (2) lifting gates;
The execution of electrical engineering works;
The execution of automation works.

The contractors for these activities will, as indicated above, periodically be active as contractors during the execution phase of the project, and the contractor will need to fulfill a coordinating and integrating role in this.

In the construction team phase, the following results and performances are central:
The elaboration of the civil engineering and mechanical engineering design. This in close cooperation with the contractors of the aforementioned activities;
Full integration and coordination. This between all involved activities and (sub)contractors, so that a technically consistent and feasible overall design is realized;
Management and coordination at interfaces. This includes preventing and timely resolving design conflicts, interface issues, and execution risks;
Control of budget, schedule, and risks. This includes timely identification of deviations and proposing appropriate management measures;
Preparation of a supported, executable realization plan. This in such a way that design choices, work sequence, risk management, and phasing have been elaborated;
Ensuring a controlled process towards realization. This in such a way that it is clear and explicit what is being built, how it is being built, and under what conditions the realization can proceed safely, efficiently, and predictably.
