Conducting an information and promotional campaign promoting actions to improve air quality in the Pomeranian Voivodeship, in particular actions resulting from anti-smog resolutions, targeted at people aged 18-25.

1. The subject of the order is to conduct an information and promotional campaign promoting actions to improve air quality in the Pomeranian Voivodeship, in particular actions resulting from anti-smog resolutions, targeted at people aged 18-25. 2. The description of the subject of the order is specified in: • Description of the subject of the order, constituting Annex No. 1 to the SWZ; • Draft agreement, which constitutes Annex No. 2 to the SWZ. 1. Contractors who meet the conditions for participation in the proceedings specified by the Contracting Authority may apply for the subject order. 2. The Contracting Authority requires the fulfillment of the condition for participation in the proceedings, regarding the Contractor's technical or professional capacity: 1) The Contractor shall demonstrate that in the last four years, or if the period of activity is shorter - during that period, at least two services consisting of: • preparing and conducting an advertising, promotional or information campaign for public administration bodies and/or • preparing and conducting an advertising, promotional or information campaign concerning environmental protection or social issues, along with the names and addresses of these bodies and the dates of service execution. NOTE: • The Contracting Authority requires that in the case of Contractors jointly applying for the order, the entire experience required by this point shall be demonstrated by at least one of the Contractors jointly applying for the order. • If the Contractor relies on the technical or professional capacity of another entity to confirm the fulfillment of the conditions for participation in the proceedings, the above condition will be considered fulfilled if that entity meets it in its entirety. 3. When assessing technical or professional capacity, the Contracting Authority may, at any stage of the proceedings, consider that the Contractor does not have the required capacity if the Contractor's conflicting interests, in particular the involvement of the Contractor's technical or professional resources in other business ventures of the Contractor, may negatively affect the performance of the order. 4. With regard to Contractors jointly applying for the order, they may rely on the capacities of those Contractors who will perform the services for which these capacities are required. 5. In the case of the Contractor using the potential of others (third party), Contractors may rely on the capacities of entities providing resources if these entities perform the services for which these capacities are required. 6. The Contractor may not, after the deadline for submitting offers, refer to the capacities or situation of entities providing resources if, at the stage of submitting offers, they did not rely on the capacities or situation of entities providing resources in a given scope. 1. The offer, along with attachments, must be prepared in Polish, submitted in electronic form and signed with a qualified electronic signature, under pain of invalidity. A Contractor using the purchasing platform on which the Contracting Authority conducts these proceedings for the first time should start the offer submission process sufficiently early. Consideration should be given to the time of submitting the offer (even due to familiarization with the platform's technical conditions or various other technical difficulties) so as to have the opportunity to submit the offer within the designated deadline. 2. The Contractor has the right to submit only one offer. Offers from a Contractor who submits more than one offer will be rejected. 3. The Contractor submits the offer along with the required statements and documents, indicated in Chapter IX, section 1 and 2 of the SWZ and Chapter IX.I of the SWZ. 4. In the case of attaching documents or statements prepared in a foreign language to the offer, they must be submitted along with a translation into Polish. 5.
