Title: Purchase of Electric vehicle for EBR GEF8 Project

The Rwanda Environment Management Authority (REMA) (hereinafter called ‘’Client”) has a budget towards the cost for Purchase of Electric vehicle for EBR GEF8 Project. The Client intends to apply a portion of the funds to eligible payments under the contract for which this Bidding Document is issued.
The Rwanda Environment Management Authority invites qualified bidders to submit bids for the Purchase of electric vehicle for EBR GEF8 Project as mentioned in the statement of requirements.
Tender document in English may be obtained from the E-Procurement system for Rwanda (umucyo.gov.rw). For submission of their bids, all interested bidders must pay a non-refundable fee of ten thousand Rwandan Francs (10,000 Frw) to the accounts of Rwanda Revenue Authority opened at any commercial Bank.
All interested bidders always obtain some complementary information by writing using the E –Procurement System not later than 3/6 days before the fixed deadline for the submission of bids.
Interested bidders must submit a bid security as requested in E-procurement system and BDS.
All bids will be submitted online using the E-Procurement system before the date and time indicated therein. Late bids will not be accepted by the system. Bids will be opened automatically by the e-procurement system on the same day at the time indicated therein.
The bids shall remain valid for a period of 120 days starting from the submission deadline indicated in the system.
Bidding will be conducted in accordance with the law N° 031/2022 of 21/11/2022 governing public procurement law and Ministerial Order N° 001/23/10/TC of 10/10/2023 establishing regulations governing public procurement.
