For the procurement of these services, JICA will select the most advantageous contractor by evaluating and selecting based on the total score of the technical evaluation points, which comprehensively evaluate the proposals submitted by competing participants, including their plans, technical proposals, and capabilities, and the price evaluation points based on the quoted prices submitted by competing participants. Competing participants are requested to submit proposals and quotations for these services based on this document and the loaned materials. Please note that Chapter 2 "Draft Special Specifications" and Section 2 "Conditions for Service Implementation" of this document outline the basic content for preparing proposals, and do not prevent competing participants from supplementing, improving, or modifying them when submitting their proposals. Matters for Competition (1) Service Name: Cambodia Cybersecurity Education and R&D Environment Improvement Project Preparation Survey (QCBS-Lump Sum Type) (2) Service Content: As per "Chapter 2 Draft Special Specifications" (3) Applicable Contract Terms: The "Contract Terms for Survey Services" will apply. Accordingly, this will be treated as a taxable transaction for consumption tax, so please add consumption tax to your final quotation.1 (All items are taxable) (4) Contract Performance Period (Planned): October 2026 - December 2027 Due to reasons on the part of the client government, the local work period, contract performance period, and service content described in this Request for Proposals may change. These will be determined through consultation during contract negotiations. (5) Lump Sum Type: For this contract, instead of a payment method based on actual work performed, a lump sum payment will be made for the completion of the deliverables for the service. (6) Advance Payment Limit: For this contract, as the contract performance period exceeds 12 months, the maximum amount for advance payment will be limited. Specifically, advance payments will be allowed to be claimed in installments of one year each, with the following limits set.
