In awarding this service, JICA will select the most advantageous contractor by evaluating and selecting based on the comprehensive score of the technical evaluation points, which are obtained by comprehensively evaluating the proposals, technical proposals, and capabilities of the competing participants, and the price evaluation points, which are based on the quoted prices submitted by the competing participants.
Competing participants are requested to submit proposals and quotations for this service based on this document and the provided materials.
Furthermore, Chapter 2 "Draft Special Specifications" and Section 2 "Conditions for Service Implementation" of this document indicate the basic content for preparing proposals, and do not preclude competing participants from supplementing, improving, or amending any part thereof when submitting their proposals.

Chapter 1: Procedures for Competitive Proposals
1. Matters for Competition
(1) Service Name: Kigali City Bus Terminal Development Project Preparation Study in the Republic of Rwanda (QCBS-lump sum type)
(2) Service Content: As per "Chapter 2 Draft Special Specifications"
(3) Applicable Contract Terms: The "Contract Agreement for Consulting Services" will be applied. In this regard, it will be treated as a taxable transaction for consumption tax, so please add consumption tax to your final quotation when calculating the price. (All items are taxable)
(4) Contract Performance Period (Scheduled): December 2026 - August 2028
It is envisioned that the contract will be concluded in stages based on the following contract performance periods. Please also refer to "Chapter 2 Draft Special Specifications".
Phase 1: December 2026 - April 2027
Phase 2: May 2027 - August 2028
Note that the above division of contract performance periods is JICA's assumption, and competing participants are permitted to propose a different division based on their consideration of the service implementation schedule. However, as a general rule, unit prices will not be revised in the next contract.
If the contract performance period for each phase exceeds 12 months as a result of the division, the upper limit for advance payments will be restricted. Specifically, advance payments will be permitted to be claimed in installments of once per year, with the respective upper limits set as follows.
(5) Lump Sum (Fixed Amount Contract) Type
This contract will be a lump sum (fixed amount contract) type, where a fixed amount will be paid for the completion of the deliverables for the service, rather than a remuneration determination method based on service performance records.
1 Electronic bidding projects require the amount entered into the electronic bidding system to be tax-exclusive, but as this is a taxable transaction for consumption tax, the final quotation and contract will be prepared with consumption tax added.
