Qualification system for the suitability assessment of companies for pipeline trenching and pipeline construction work

Call for qualification for the execution of pipeline trenching and pipeline construction work in the heating distribution networks of Hamburger Energiewerke GmbH as a framework agreement and for projects according to the technical descriptions provided to interested parties. After examination and qualification, the companies will be included in a list and will represent the circle of companies from which the contracting authority will request bids for future contracts, without being obliged to do so. The AG's district heating networks generally consist of buried, rigid, pre-insulated plastic-sheathed pipes, steel pipes in reinforced concrete ducts, building pipes, and outdoor pipelines. In addition, pipeline systems such as steel-sheathed pipes, flexible pipe systems, and steel protective pipes with PE or bitumen sheathing, among others, are used. All work is to be carried out in the inner-city area. The underground construction space is generally occupied by pipes and systems of other utility and disposal companies, existing district heating pipes and systems, tree roots to be protected, and the like. It is to be assumed that work must constantly be carried out in compliance with special safety regulations. The employees deployed will be trained by the AG on the specific safety and health hazards of district heating. The materials to be supplied must be approved by the AG for installation and are partly to be procured from suppliers specified by the AG or from the AG. Other materials to be supplied by the AN must comply with the relevant regulations. I.1 Information on the scope of services District heating trenching in the distribution network of Hamburger Energiewerke GmbH 1.1 The construction work includes the following scope of services: - Construction site setup - Surface excavation and restoration - Temporary road bridges, crossings, and transitions - Excavation support and earthworks - Dewatering and drainage - Sewer construction work - Construction of reinforced concrete ducts and manholes - Technical processing and documentation The following documents and regulations, in particular, must be observed for the execution of the work: - The Technical Guideline WR2000 in its latest version - The safety regulations for external companies - All relevant laws, regulations, standards, ordinances, guidelines, including VOB Part C 1.2 Fault readiness Companies applying for framework agreement work must be able to organize seamless fault readiness. Deployment in fault readiness without simultaneous framework agreement partnership is excluded. It is expected that all framework agreement companies will participate in fault readiness. 1.3 Qualitative requirements The execution of the trenching work will be carried out in accordance with the currently valid DIN standards, e.g., DIN 4124, DIN standards according to VOB Part C. The specialist areas mentioned under 1 are regularly carried out by the AN and must be proven by corresponding references. The specialist personnel must be capable of performing the commissioned services due to their training. The AN employs permanently employed staff working in civil engineering who are either trained in a recognized trade in the construction industry or have demonstrably worked in the specialist field for at least three years. For every ten employees, the AN must provide a site manager. These must have qualifications as master craftsmen/foremen, works foremen, or trained foremen in the field of civil engineering. At least one site manager is required for each construction site, who is authorized to issue instructions and is available on-site as a contact person for the AG. All work equipment, materials, and workplaces must be kept in perfect, usable condition, enabling safe, professional, and compliant work on all AG construction projects and necessary for compliance with legal regulations. For the work listed under point 1, all necessary operating resources must be provided in sufficient quantities. Minimum requirements of the AG: - Office staffed daily - Depot, workshop, and fleet with the required personnel - Accommodation for workers - Barriers for internal site security of construction measures - Surveying equipment - Shoring material for horizontal standard shoring according to WR2000 for at least 500 m of trench - Car bridge plates at least 25 pieces - Excavators, joint cutters, compressors, breakers, compactors, generators - Equipment for carrying out self-monitoring (e.g., soil compaction) I.2 Service level for fault response on the district heating network A crew with the following minimum equipment must be available at all times within two hours of notification: Personnel: - 1 manhole supervisor - 3 civil engineering specialists - 1 excavator operator Equipment: - 1 truck - 1 hydraulic excavator - 1 compressor - 1 generator + lamps - 1 electric pump Material: - 20 sewer planks 0.23 x 0.07 x 4.30 m and uprights 12/16 including spindle and bracing - 40 m of barriers, signs, cones, and flashing lights - 1 pedestrian bridge - 1 roadway plate Equipping the crew with a mobile phone is essential. The required standby and holding costs for the aforementioned personnel, equipment, and material must be included in the standby flat rate, as well as the consequential costs incurred on other construction sites as a result. By submitting the application/offer, the supplier proves that they are suitable for handling fault sites. To evaluate the company, the AG requires a description of previous fault experience, experience in the district heating network, and an overview of the concept for handling fault situations.
