The consultancy will support the development of standards, processes, data systems, and regulatory reforms necessary to assess and improve the quality of school leadership, teaching, and management within primary and secondary schools. While performance on national student assessments will form an important component of the quality assurance system, the framework will incorporate multiple measures of school and professional performance. The scope of services is structured around four interrelated components.
