1. Announcement of General Competitive Tender (Single Bid - Preliminary Review Type) Okinawa Prefectural Government, Department of Civil Engineering and Construction, Announcement of General Competitive Tender. In accordance with the provisions of Article 234, Paragraph 1 of the Local Autonomy Act (Law No. 67 of 1947), a general competitive tender (hereinafter referred to as "tender") will be conducted as follows.

2. Tender Participation Qualifications: Must be qualified and meet all the following conditions.
(1) Must not fall under the provisions of Article 167-4 of the Local Autonomy Act Enforcement Order (Cabinet Order No. 16 of 1947).
(2) Must not be subject to suspension of designation based on the "Measures for Suspension of Designation for Contracts of Public Works, etc. Ordered by the Okinawa Prefectural Government, Department of Civil Engineering and Construction" during the period from the submission deadline of the tender application form to the tender date for this business.
(3) Must not be a construction company substantially controlled by yakuza or similar entities, and whose exclusion from public works ordered by the Okinawa Prefectural Government, Department of Civil Engineering and Construction is requested by the police authorities, and such situation is ongoing.
(4) There must be no relationship between tender participants that falls under any of the following criteria.

(7) Must have at least one record of business such as cleaning and inspection of water storage facilities (tanks, distribution reservoirs, etc.) using underwater robots without water interruption within the following target period.

(9) Withdrawal from tender: If a participant wishes to withdraw from the tender after submitting the application form, they must submit a withdrawal notice by the bid deadline.

5. Bid Bond and Contract Security Deposit: (1) Bid Bond: Those who wish to participate in this tender must pay a bid bond of not less than 5/100 of the estimated contract amount in accordance with the provisions of Article 100 of the Okinawa Prefectural Finance Regulations (Okinawa Prefectural Ordinance No. 12 of 1972). However, if either a) or b) below is submitted, the bid bond payment will be waived. a) Insurance policy for bid bond insurance concluded with an insurance company. b) A document certifying that the bidder has concluded at least two contracts of the same type and scale with the national government (including independent administrative agencies, public corporations, and public companies) or with the prefecture or other local governments in the past two years, and has faithfully fulfilled all of them.

6. Amount to be stated in the bid form: The bid amount shall include all costs required for this business. When determining the successful bid, the amount obtained by adding 10/100 of the stated amount to the stated amount in the bid form will be the successful bid price. Bidders shall state in their bid form an amount equivalent to 100/110 of the desired contract amount, regardless of whether they are taxable or exempt from consumption tax and local consumption tax.

(11) Bids submitted by persons whose bid bond does not reach the prescribed amount.
(12) Bids that violate the tender conditions.
9. Method of Determining the Successful Bidder: (1) The bidder who submitted a valid bid and offered the lowest price within the estimated price will be the successful bidder.
(2) If there are two or more bidders who offer the same lowest price, a lottery will be held among those bidders to determine the successful bidder. In this case, if any of the bidders do not attend the bid opening or do not draw lots, an official unrelated to the bid execution will draw lots on their behalf.
(3) If there is no successful bidder after the bid opening, a re-bid will be held. In this case, the re-bid will be held immediately on the spot. The re-bid will be held up to two times.
(4) If there is still no successful bidder after the re-bid, a negotiated contract may be concluded in accordance with the provisions of Article 167-2, Paragraph 1, Item 8 of the Local Autonomy Act Enforcement Order.
