Construction Period: From the day after the contract signing date until February 15, FY2027 July 16, FY2026 Work Name: Okinawa Convention Center Stage Machinery Equipment Renewal Work (FY2026) Work Location: Ginowan City Work Type: Machinery and Equipment Installation Work Assembly Resolution *The contract for this work requires the resolution of the Okinawa Prefectural Assembly based on the provisions of Article 96 of the Local Autonomy Act. Therefore, a provisional contract will be signed after the successful bidder is determined, and the contract will become final upon notification after the resolution by the Okinawa Prefectural Assembly.
Ordering Type: Individual Order Qualification Review Method: Post-qualification Review Type Other Applicable Laws and Regulations, Systems, etc. Recycling Law *This work is subject to the "Act on the Promotion of Proper Treatment of Construction Waste" (Law No. 104 of 2000), which mandates the separate dismantling and recycling of construction waste and the recycling of specified construction materials.
Preparatory Procedures (Before Budget Approval) *These procedures are preparatory measures taken before the start of the fiscal year (budget approval), assuming the approval of the budget for the next fiscal year. The project will take effect after the budget is approved.
Therefore, if the initial (supplementary) budget bill is rejected by the Prefectural Assembly, the contract will not be concluded.
Furthermore, even after the initial (supplementary) budget for the next fiscal year is approved, bidding may be postponed due to procedures related to grant applications for national treasury disbursements.
Preparatory Procedures (Before Grant Decision) *These procedures are preparatory measures taken before the use of the budget for national treasury disbursements, and the project will take effect after the grant decision.
Therefore, bidding may be postponed or canceled due to procedures related to grant applications, etc.
*Minimum Reserve Price System *A minimum reserve price is set for this bidding project, and bidders whose bids fall below the minimum reserve price will not be eligible to be the successful bidder.
(9) Applicable Labor Unit Prices: May 2026 *The estimated price for this work is calculated using the labor and material unit prices shown on the left. Bidders are required to estimate and bid using the same unit prices.
Preparatory Procedures (Before Carryover Approval) *These procedures are preparatory measures taken before the carryover approval by the Prefectural Assembly, and the project will take effect after the assembly's approval.
Therefore, if the carryover approval for the budget related to this work is rejected by the Prefectural Assembly, the project may be postponed or canceled.
Furthermore, even after the budget carryover approval, bidding may be postponed due to procedures related to the carryover (next fiscal year debt) of national treasury disbursements.
Debt Assumption Work *This work is subject to special provisions for contracts related to debt assumption, and is not a zero debt assumption work.

Ordering Agency Designated Type *This work is subject to BIM/CIM application work.
Contractor Requested Type *This work will be carried out as BIM/CIM application work at the contractor's request.
This project is subject to the systems marked with a circle (○) in the table on the right.
The requirements marked with a circle (○) in the table on the right must be met.
- 1 - 2. Bidding Qualifications Bidders must meet all of the following conditions.

(3) Must be registered in the list of qualified bidders for construction works in Okinawa Prefecture in the fiscal year indicated in (3), in accordance with Article 5 of the Okinawa Prefecture Regulations on Qualification Examination and Contractor Selection for Construction Works (Okinawa Prefecture Public Notice No. 445 of 1977).
Also, must have obtained the permit specified in (4) under Article 3 of the Construction Industry Act (Law No. 100 of 1949).
Furthermore, for those who have filed for commencement of rehabilitation proceedings under the Corporate Reorganization Act (Law No. 154 of 2002) or for commencement of rehabilitation proceedings under the Civil Rehabilitation Act (Law No. 225 of 1999), re-qualification for bidding must have been obtained after the decision to commence proceedings.
Grade: - List of Qualified Bidders for Construction Works Registration Year: FY2025-2026 Target Work: Machinery and Equipment Installation Works ordered by Okinawa Prefecture, the national government, or municipalities within the prefecture. Remarks: Handling of Joint Ventures:
a. For construction experience as a member of a special construction joint venture (hereinafter referred to as "Special JV") or a continuing construction joint venture (hereinafter referred to as "Continuing JV"), only experience with a contribution ratio of 20% or more will be considered.
b. When participating as a Continuing JV, construction experience as a Continuing JV will be considered.
If there is no construction experience as a Continuing JV, the representative's construction experience will be considered.
Bidders must not have any of the following relationships between them.
Note: It is not a violation of Article 3, Paragraph 2 of the Okinawa Prefecture Civil Engineering and Construction Department Competitive Bidding Guidelines to communicate between parties to decide who will withdraw in case of the following relationships.
a. Capital Relationship: In the case of two companies falling under any of the following: (a) Companies that have a subsidiary/affiliated company (as defined in Article 2, Item 3-2 of the Companies Act (Law No. 86 of 2005); hereinafter the same) and a parent company/affiliated company (as defined in Article 2, Item 4-2 of the same Act; hereinafter the same).
(b) Subsidiaries/affiliated companies that share the same parent company/affiliated company.
b. Personnel Relationship: In the case of two companies falling under any of the following.
However, (a) below excludes cases where one of the companies (as defined in Article 2, Item 3 of the Ordinance for Enforcement of the Companies Act (Ministry of Justice Ordinance No. 12 of 2006); hereinafter the same) is a company undergoing rehabilitation proceedings as defined in Article 2, Item 4 of the Civil Rehabilitation Act (Law No. 225 of 1999) or a company undergoing reorganization (as defined in Article 2, Item 7 of the Corporate Reorganization Act (Law No. 154 of 2002)).
(a) Where an officer (as defined in Article 2, Item 3, Item 3 of the Ordinance for Enforcement of the Companies Act, excluding the following persons; hereinafter the same) of one company is currently serving as an officer of the other company.
1) Director of a stock company.
However, the following are excluded: (i) Directors who are audit committee members in a company with an audit committee (as defined in Article 2, Item 11-2 of the Companies Act).
(ii) Directors in a company with a nominating committee, etc. (as defined in Article 2, Item 12 of the Companies Act).
(iii) Outside directors (as defined in Article 2, Item 15 of the Companies Act).
(iv) Directors whose duties are not to be executed pursuant to the provisions of Article 348, Paragraph 1 of the Companies Act or the articles of incorporation.
2) Executive officers of a company with a nominating committee, etc. (as defined in Article 402 of the Companies Act).
3) Members of an unlimited partnership, limited partnership, or limited liability company (as defined in Article 575, Paragraph 1 of the Companies Act) (excluding members whose duties are not to be executed pursuant to the provisions of Article 590, Paragraph 1 of the same Act or the articles of incorporation).
4) Directors of a partnership.
5) Other persons executing business who are equivalent to the persons listed in 1) to 4).
(b) Where an officer of one company is currently serving as a trustee of the other company.
(c) Where a trustee of one company is currently serving as a trustee of the other company.
c. Other cases where the fairness of bidding is deemed to be hindered.
Cases where a partnership (including a joint venture) and its members are participating in the same bid. Other cases where a capital or personnel relationship equivalent to the above a or b is recognized.
In principle, the contractor for design work, etc. indicated in 1-(10) (or each member of the design joint venture if it is a design joint venture; hereinafter the same) or a construction contractor related to the contractor in terms of capital or personnel.
Note: "Construction contractors related to the contractor in terms of capital or personnel" refers to those who fall under any of the following A to C.
A. Capital Relationship: Cases where the relationship between the contractor for design work, etc. and the construction contractor falls under any of the following: (a) Companies that have a subsidiary/affiliated company and a parent company/affiliated company relationship. (b) Subsidiaries/affiliated companies that share the same parent company/affiliated company.
B. Personnel Relationship: Cases where the relationship between the contractor for design work, etc. and the construction contractor falls under any of the following.
However, (a) below excludes cases where one of the companies is a company undergoing rehabilitation proceedings as defined in Article 2, Item 4 of the Civil Rehabilitation Act or a company undergoing reorganization (as defined in Article 2, Item 7 of the Corporate Reorganization Act).
(a) Where an officer of one company is currently serving as an officer of the other company.
(b) Where an officer of one company is currently serving as a trustee of the other company.
(c) Where a trustee of one company is currently serving as a trustee of the other company.
C. Other cases where the fairness of bidding is deemed to be hindered.
Cases where the relationship between the contractor for design work, etc. and the construction contractor is that of a partnership (including joint ventures and design joint ventures) and its members. Other cases where a capital or personnel relationship equivalent to the above A or B is recognized.
Not a construction contractor who has been requested by the police authorities to be excluded from public works ordered by the Okinawa Prefectural Civil Engineering and Construction Department as a construction contractor whose management is substantially controlled by a member of a crime syndicate or a person equivalent thereto, and such state continues.
Permit Category: Construction Industry Must not fall under the provisions of Article 167-4 of the Local Government Act Enforcement Order (Imperial Ordinance No. 16 of 1947).
Must have undergone the management performance review as stipulated in Article 27-23 of the Construction Industry Act, and the management performance review result notification must be within its validity period.
Must not have been subject to a suspension of bidding by this prefecture during the period from the bid date to the successful bid determination date.
(11) Construction Experience Target Period: April 1, 2016 To: *Must have construction experience as the prime contractor for the target work listed below, completed and delivered within the period shown.

b. For assigned engineers, must have a direct and continuous employment relationship of three months or more prior to the bid date.
c. For periods when the assigned engineer is not required to be exclusively assigned, confirm with the design documents, etc.
(13) Other Conditions *Regional Requirement: Within Okinawa Prefecture. Must have a business office located within the region indicated in (a) below, for which a construction industry permit has been obtained.
(12) Assigned Engineer Qualification Category: Must be able to assign a supervising engineer for this work who meets the following requirements:
Remarks: a. "Person with equivalent or higher qualifications" refers to a person who meets either of the following (a) or (b).
(a) A person with qualifications as a Professional Engineer (Mechanical Engineering or Comprehensive Technology Management (limited to those with "Mechanical" as the selected subject)).
(b) A person certified by the Minister of Land, Infrastructure, Transport and Tourism as having equivalent or higher qualifications. Management Performance Review Score: As of the bid date, the latest comprehensive score in the management performance review for the work type indicated in (a) on the left must be equal to or higher than the score indicated in (b).
Red Soil and Other Soil Erosion Control Work Experience Target Period: Must have experience in construction work for red soil and other soil erosion control as the prime contractor, completed and delivered within the period shown.
Remarks: Handling of construction experience is subject to the remarks in 2-(11).
