1. (4) Business Period: From the day after the contract signing date until March 12, Reiwa 9 (2027) (5) Procurement Type: Single Bid (6) Qualification Examination Method: Prior Examination Type *Qualification for bid participation will be examined before bid opening.
2. Bid Participation Qualifications Bidders must meet all of the following conditions.
(1) Not subject to the provisions of Article 167-4 of the Local Autonomy Act (Showa 22, Act No. 16).
(2) Not subject to suspension of bidding based on the "Okinawa Prefectural Government, Department of Civil Engineering and Construction Bidding Suspension Measures for Contracts, etc." during the period from the submission deadline of the bid application form to the bid date for this business.
(3) Not a construction company substantially controlled by yakuza members or equivalent, as requested by the police authorities for exclusion from bids for projects ordered by the Okinawa Prefectural Government, Department of Civil Engineering and Construction, and such situation is ongoing.
(4) There is no relationship between bidders that falls under any of the following criteria. (i) When an officer of one company (referring to officers as defined in Article 2, Item 3-3 of the Enforcement Regulations of the Companies Act, excluding the following. The same applies hereinafter.) concurrently serves as an officer of the other company. 1) Directors of a stock company. (5) Not a company that has filed for commencement of rehabilitation proceedings under the Corporate Reorganization Act (Reiwa 15, Act No. 154) and has not had its rehabilitation plan approved, or a company that has filed for commencement of bankruptcy proceedings under the Civil Rehabilitation Act (Reiwa 11, Act No. 225) and has not had its rehabilitation plan approved.
(6) Have a main business office or a branch office within Okinawa Island.
(7) Have at least one record of cleaning and inspecting water storage facilities (tanks, distribution reservoirs, etc.) using underwater robots without water stoppage during the following target period. Target Period: April 1, Reiwa 28 (2016) to the day before the bid date.
(8) Requirements for Assigned Technical Personnel (a) The project manager must have at least one record of cleaning and inspecting water storage facilities (tanks, distribution reservoirs, etc.) using underwater robots without water stoppage during the following target period. 5. The following shall be deemed to have violated the bidding conditions, and their bids shall be invalid.

6. Amount to be Stated in Bid Form: The bid amount shall include all costs required for this work. When determining the successful bidder, the amount obtained by adding 10% of the bid amount to the amount stated in the bid form shall be the successful bid price. Therefore, bidders shall state in their bid form an amount equivalent to 100/110 of the estimated contract amount, regardless of whether they are a taxable business operator or a tax-exempt business operator for consumption tax and local consumption tax.
7. Notes on Bidding (1) Bidders must bring their own seal.
(2) In the bid form and letter of proxy, the business name and the location where the business will be carried out must be filled in according to the description in this announcement.
(3) Bidders who do not wish to bid may choose not to participate, and should submit a bid withdrawal notice by mail or in person.

Determination of Successful Bidder (1) The successful bidder shall be the one who submitted a valid bid and submitted the lowest bid within the estimated price.
(2) If there are two or more bidders who submit bids of the same price that would be the successful bid, the bidders shall immediately draw lots to determine the successful bidder.
In this case, if any of the bidders do not attend the bid opening or do not draw lots, an official unrelated to the bidding procedures shall draw lots on their behalf.
(3) If there is no successful bidder after opening the bids, a re-bid shall be held.
In this case, the re-bid shall be conducted immediately on the spot. Re-bidding shall be conducted twice.
(4) If there is no successful bidder even after re-bidding, a negotiated contract may be concluded in accordance with the provisions of Article 167-2, Paragraph 1, Item 8 of the Local Autonomy Act.
