TENDER ANNOUNCEMENT
We will conduct a general competitive tender as follows. This project is subject to the electronic procurement system (GEPS) for the submission of certificates, etc. (hereinafter referred to as "Certificates, etc.") for confirmation of competition participation qualifications.

1. Procurement Details
(1) Procurement Item Name and Quantity: Reiwa 8 Work Uniform Winter Uniform Jacket and 4 Other Items Purchase (Electronic Procurement System Target Project)
Winter Uniform Jacket: 477 items (of which, 40 items are according to "Specifications Part 2")
Winter Uniform Trousers: 460 items (of which, 23 items are according to "Specifications Part 2")
Summer Uniform Jacket: 505 items (of which, 48 items are according to "Specifications Part 2")
Summer Uniform Trousers: 483 items (of which, 26 items are according to "Specifications Part 2")
Hat: 459 items
(2) Specifics of Procurement Item: As per tender explanation document.
(3) Delivery Deadline: By March 10, Reiwa 9.
(4) Delivery Location: 2-1 Shintoshin, Chuo-ku, Saitama City, Saitama Prefecture, Kanto Regional Development Bureau, General Affairs Department, Welfare Section, and 3 other locations.
(5) Bidding Method: For the purpose of determining the successful bidder, the bid amount will be the amount written on the bid form plus 10% of that amount (rounded down to the nearest yen if there are fractions of less than one yen). Therefore, bidders, whether they are taxable or exempt from consumption tax and local consumption tax, shall write the amount equivalent to 100/110 of their estimated contract price on the bid form. The number of bid rounds is generally limited to two, but a third round may be conducted in some cases. Furthermore, except in unavoidable circumstances, the process will not transition to a discretionary contract based on Article 99-2 of the Budget, Expenditure, and Accounting Order.
(6) Use of Electronic Procurement System (GEPS):
① If you wish to participate in the bid via the Electronic Procurement System, you must have an electronic certificate.
② If it is difficult to use the Electronic Procurement System, please submit a paper bidding application form along with the Certificates, etc.
2. Competition Participation Qualifications:
(1) Qualifications Required for Bidders:
① Not falling under the provisions of Article 70 and Article 71 of the Budget, Expenditure, and Accounting Order.
② Must have obtained qualifications of Grade A, B, C, or D in "Sale of Goods" from the Reiwa 07, 08, 09 Ministry of Land, Infrastructure, Transport and Tourism Competitive Participation Qualifications (Unified Qualifications for All Ministries and Agencies), with participation qualifications in the Kanto-Koshinetsu region. Applications for competitive participation qualifications will be accepted at the time and place stated in the "Public Notice on Qualifications for Bidders" (Official Gazette dated March 31, Reiwa 8).
③ Not a party for whom commencement of rehabilitation proceedings has been filed under the Company Rehabilitation Act or reorganization proceedings have been initiated under the Civil Rehabilitation Act (excluding those who have completed the necessary procedures to continue the competitive participation qualifications as per the Public Notice on Qualifications for Bidders).
④ Must not have been subject to suspension of designation from the Director-General of the Kanto Regional Development Bureau during the period from the submission deadline of Certificates, etc., to the bid opening.
⑤ Not be a person whose management is substantially controlled by a member of a violent group or a person equivalent thereto, and who has been requested by the police authorities to be excluded from Ministry of Land, Infrastructure, Transport and Tourism contracted projects, and such state continues.
⑥ Must have received the tender explanation document from the Authorized Officer for Expenditure, or have directly downloaded the tender explanation document from the Electronic Procurement System.

③ Submission Method:

(b) For paper bidding: Submit in person or by registered mail, etc. (registered mail and mail services provided by general mail carriers or specific mail carriers as defined in Article 2, Paragraph 6 or 9 of the "Act on Delivery of Correspondence by Private Business Operators" (Reiwa 14, Act No. 99), which include proof of acceptance and delivery).
However, for Certificates, etc., where the seal is omitted, submission by email is permitted. If the seal is omitted, the names and contact information of the "responsible person and contact person" must be clearly stated on the Certificates, etc., and a phone call must be made to confirm receipt within the submission deadline.

(1) Language and Currency Used in Contract Procedures: Japanese language and Japanese currency only.

(3) Matters Required of Bidders:
① Those wishing to participate via the Electronic Procurement System must submit Certificates, etc., by the submission deadline specified in 3.(3)① to the URL indicated in 3.(1).
② Those wishing to participate via paper bidding must submit the necessary Certificates, etc., by the submission deadline specified in 3.(3)① to the location indicated in 3.(1).
③ If the Authorized Officer for Expenditure makes an inquiry regarding the content of the Certificates, etc., by the day before the bid opening, an explanation must be provided.
(4) Invalid Bids: Bids submitted by parties who do not meet the competition participation qualifications specified in this announcement, bids with false statements in the Certificates, etc., bids that violate the bidding conditions, and bids without a signature (or without the names and contact information of the "responsible person and contact person" when omitting the seal) will be invalid. (6) Method of Determining the Successful Bidder: The successful bidder will be the one who submits the lowest valid bid within the limit of the estimated price prepared in accordance with the provisions of Article 79 of the Budget, Expenditure, and Accounting Order.
