(8) This work will be awarded using a comprehensive evaluation and bidding system (Type S Technical Proposal Evaluation) that seeks technical proposals to improve work quality at the time of bidding, and comprehensively evaluates factors other than price (including additional points for companies implementing wage increases) along with price. It is also a construction work using a comprehensive evaluation system based on construction system confirmation, which confirms the quality assurance system and other construction system aspects, and evaluates the feasibility of the construction content (details in the bidding documents).
(9) This work is a phased selection system where technical proposals are requested only from those who submit a competitive bidding qualification confirmation application (hereinafter referred to as "Application") and competitive bidding qualification confirmation documents (hereinafter referred to as "Documents") describing the company's technical capabilities (excluding technical proposals) and the qualifications of the assigned engineers. The selection will be made from those with the highest total evaluation score.
(10) This work is subject to the obligation of separate demolition, etc., and recycling of specified construction waste materials, based on the Act on the Recycling of Construction Materials, etc. (Law No. 104 of 2000).
(11) This work is subject to the obligation to conclude a housing defect liability insurance contract, based on the Act on Ensuring the Performance of Liability for Defects in Housing (Law No. 66 of 2007).
(12) This work is a target project for the bidding quantity utilization method, where the client provides the bidding quantity statement at the time of bidding, and bidders participate in the bidding utilizing the quantities stated in the bidding quantity statement.
(13) The placement of resident engineers or chief engineers as stipulated in Article 26, Paragraph 3, Item 1 or 2 of the Construction Industry Act is not permitted for this work.
(14) This work accounts for days of work impossibility due to extreme heat.
(15) The bidding procedures for this project will be conducted through the electronic procurement system (Government Electronic Procurement at 2. Competitive Bidding Qualifications:
(1) Must not fall under the provisions of Articles 70 and 71 of the Budget, Settlement, and Accounting Order (Imperial Ordinance No. 165 of 1947; hereinafter referred to as "Order"). Minors, persons under guardianship or assistance who have obtained the necessary consent for contract conclusion are considered to fall under special circumstances in Article 70 of the Order.
(2) Must have obtained qualification for general competitive bidding for "Electrical Work" from the Ministry of Justice for FY2025-2027 (For those who have filed for commencement of reorganization proceedings under the Corporate Reorganization Act (Law No. 154 of 2002) or commencement of rehabilitation proceedings under the Civil Rehabilitation Act (Law No. 225 of 1999), re-certification of general competitive bidding qualification based on procedures separately defined by the Ministry of Justice after the decision to commence proceedings is required).
(3) Must have a comprehensive score of 1,100 points or more (A) obtained when certified for general competitive bidding qualifications in "Electrical Work" from the Ministry of Justice for FY2025-2027.
(4) Must have construction experience in work of the same or similar type as this work (hereinafter referred to as "Same or Similar Work") completed and delivered as the prime contractor in "Electrical Work" since FY2011, meeting all criteria a or b below (Experience as a member of a joint venture is limited to cases where the share ratio is 20% or more).

(c) Structure: S structure (*3), RC structure (*4), or SRC structure (*4)
(d) Building Scale: Total floor area of 5,000 sqm or more
(e) Construction Type: New construction or extension (for extensions, the extended portion must meet the criteria).
(f) Work Item: Electrical work (including ① or ②). ① Power equipment and lighting equipment, ② Communication equipment.
(g) Construction Period: Must have been involved from the start of foundation work to completion.

*1 "Collective housing, etc." refers to collective housing, hospitals or clinics (including those with patient accommodation facilities), hotels, inns, boarding houses, dormitories, child welfare facilities, maternity homes, facilities for social participation of persons with disabilities (excluding prosthetic device manufacturing facilities and information provision facilities for visually impaired persons), welfare facilities (excluding medical welfare facilities), women's self-reliance support facilities, elderly welfare facilities, retirement homes, maternal and child health facilities, disability support facilities, community activity support centers, welfare homes, disability welfare service facilities (limited to services for daily life support, independent training, employment transition support, or employment continuation support).
*2 "Special Entities, etc." refers to entities defined in Article 1 of the Enforcement Order of the Act on Promotion of Fair Bidding and Contracts for Public Works, as well as national university corporations and inter-university research institutes established under the National University Corporation Act (for work submitted as実績 from entities that were subject to Article 2, Paragraph 1 of the Act on Promotion of Fair Bidding and Contracts for Public Works in the past, documentation confirming their status under the relevant laws at that time is required).
*3 For S structures, "structural load-bearing parts" as defined in Article 1, Item 3 of the Building Standards Law Enforcement Order (Cabinet Order No. 338 of 1950) must have columns and beams made of heavy steel.

(5) Must be able to assign a resident engineer or chief engineer (for resident engineers, must possess a resident engineer qualification certificate and completion certificate for resident engineer training) exclusively to this work, meeting the following criteria.
a. Must possess a Class 1 Electrical Work Construction Management Engineer qualification or equivalent.
b. Must have experience in Same or Similar Work listed in (4) above (experience as a member of a joint venture is limited to cases where the share ratio is 20% or more).
c. Must have been employed by the construction company for 3 months or more prior to the date of bid application.
(6) The exclusive assignment period for the resident engineer or chief engineer is as follows:
a. From the day after the contract conclusion until the start of construction, the assignment of a resident engineer or chief engineer is not required.
b. From the day after the contract conclusion until the commencement of site work (until the start of site office setup, material delivery, or temporary construction, etc.), the resident engineer or chief engineer is not required to be exclusively on site, provided that this is clearly stated in writing between the client and the contractor.
c. After the completion of construction, during the period when only post-inspection procedures, cleanup, etc., remain (excluding cases where inspection is delayed due to the client's convenience), the resident engineer or chief engineer is not required to be exclusively on site, provided that this is clearly stated in writing between the client and the contractor. The date of inspection completion is the date the client notifies the contractor of confirmation of work completion.
(7) Must not be subject to a suspension of bidding order based on the notice "Establishment and Operation of Measures for Suspension of Bidding, etc., Related to Construction Contracts" dated January 23, 1995, Ministry of Justice Administrative Affairs Bureau Notice No. 191, during the period from the deadline for submission of the Application and Documents to the bid opening.
(8) Must not be the contractor for the design work, etc., related to the work specified in 1 above (including cooperative firms, hereinafter the same) or a construction company with capital or personnel ties to such contractor.
(9) There should be no capital or personnel ties between bidders (refer to bidding documents).
(10) Must not be a party that has filed for commencement of reorganization proceedings under the Corporate Reorganization Act or commencement of rehabilitation proceedings under the Civil Rehabilitation Act (excluding those who have obtained re-certification as mentioned in (2) above).
(11) Must not be a qualified contractor who has been requested by the police authorities to be excluded as a business substantially controlled by a violent group or equivalent, and the Director of the Facilities Division, Minister's Secretariat, has not deemed them unsuitable as a contract party.
3. Matters Related to Phased Selection System:
From among those who meet the competitive bidding qualifications listed in Section 2 above, evaluation scores will be calculated based on the company's technical capabilities and the qualifications of the assigned engineers described in the Application and Documents. Those included in the top 10 highest total evaluation scores (hereinafter referred to as "Selected Parties") will be chosen. If there are multiple parties with the same total score at the 10th position, all such parties will be selected. If the number of parties meeting the competitive bidding qualifications is less than 10, no evaluation will be conducted for selecting Selected Parties, and all parties meeting the competitive bidding qualifications will be selected. If the number of Selected Parties becomes less than 10 due to withdrawal, etc., new parties will not be selected.
Selected Parties may submit technical proposals and participate in the bidding. The evaluation for selecting Selected Parties will not be used for determining the successful bidder.
4. Matters Related to Comprehensive Evaluation:
(1) Method of Determining Successful Bidder: Bidders will submit bids based on "Price," "Technical Proposal," "Pledge Regarding Wage Increases for Employees," and "Construction System." Among those who meet the requirements of a and b below, the bidder with the highest "Evaluation Value" calculated according to (2) below will be the successful bidder. However, if there are two or more bidders with the highest evaluation value, the successful bidder will be determined by lottery. Furthermore, if it is determined that the bidder with the highest evaluation value may not be able to perform the contract in accordance with its content due to the bid price, or if it is determined to be significantly inappropriate and disruptive to the order of fair trade to conclude a contract with such bidder, the bidder with the next highest evaluation value among other bidders who submitted bids within the planned price range may be selected as the successful bidder.
a. The bid price must be within the range of the planned price created based on the provisions of Article 79 of the Order.
b. The evaluation value must not fall below the value obtained by dividing the standard score by the planned price (standard evaluation value).

(2) Method of Comprehensive Evaluation: Comprehensive evaluation will be conducted using the "Evaluation Value," which is obtained by dividing the sum of "Standard Points" (100 points), "Additional Points" (maximum 64 points), and "Construction System Evaluation Points" (maximum 30 points) by the bid price.
a. Standard Points: Awarded to all bidders.
b. Additional Points: Points for the proposal items in (a) below (maximum 30 points each) multiplied by the ratio of Construction System Evaluation Points divided by 30, plus points for the pledge regarding wage increases for employees in (b) below (maximum 4 points).
