Framework Agreement Sourcing hard-to-fill vacancies Client: Waterschap Rivierenland European tender Framework Agreement Sourcing hard-to-fill vacancies Description The objective of this tender is to select five market parties to submit a Bid for the Framework Agreement Sourcing hard-to-fill vacancies. This selection guideline has been prepared in the context of the first phase of the European non-open tender procedure. This means that the tender consists of two phases. In the first phase, all interested entrepreneurs can register to participate in the tender, after which a selection will be made based on minimum requirements and selection criteria. The objective of this selection guideline is as follows: - to inform interested entrepreneurs about the content of the project: - to explain the registration procedure for Candidates; - to describe the grounds for exclusion, suitability requirements, and selection criteria that Candidates must meet in their Registration; - to explain the method by which the Registrations will be assessed. The selected Candidates (Bidders) will then receive an invitation to submit a Bid in the second phase (which will then be a non-open phase). It is intended to select and invite 5 Candidates to submit a Bid. Current situation Due to the tight labor market, assignments have been put on the market in recent years for sourcing candidates for hard-to-fill vacancies. Because the European tender threshold has been exceeded, WSRL is obliged to tender this assignment in Europe. Desired situation WSRL wishes to enter into a framework agreement with one party for the sourcing of candidates for hard-to-fill vacancies. WSRL defines hard-to-fill vacancies as positions where the target group to be approached is scarce and the demand, from similar organizations to WSRL, is relatively high. This assignment exclusively concerns sourcing services (searching, identifying, approaching, engaging, and delivering potential candidates). Candidates and search output must be fully transferred to WSRL. Selection, assessment, interviews, reference checks, negotiations, placement, and remuneration based on appointment (success fee/percentage of annual salary) are not part of the assignment. In sourcing, 'sourcers' actively search for suitable candidates for a specific (often hard-to-fill) vacancy, instead of waiting for candidates to apply themselves. This is often done via platforms like LinkedIn and other professional networks. The goal is to reach passive job seekers who are not actively looking for a new job (at the moment) but are open to interesting opportunities. Only vacancies will be posted with the Contractor in which the candidate, upon placement, will be employed directly by WSRL, without the involvement of the Contractor. These can be vacancies within different target groups of the Client. The service provision concerns an obligation of effort. The Contracting Authority reserves the right at all times to select or not select proposed candidates and invites candidates solely at its own discretion. WSRL is looking for a Contractor who operates proactively, both in terms of thinking along and advising within the scope of this assignment, and in terms of execution, and is capable of adapting the strategy based on feedback and changing needs.
