The Landesamt für Finanzen (LfF) is a central state authority of the Free State of Bavaria with approx. 2,500 employees. It is based in Würzburg. Service and processing centers are established at 13 locations in Bavaria. The authority sees itself as a service provider for the Bavarian state administration. FinanzIT BAYERN is part of the State Office. FinanzIT BAYERN is divided into several technical and control center departments at the Regensburg and Munich locations. It is a significant IT service provider for all Bavarian departments and offers specialized applications and other IT services for both LfF internal purposes and for cross-departmental and general use by citizens. In the Software Development and Test Center department, corresponding development services are provided in this context. A comprehensive standardization of the technologies used is pursued. Basically, these are client-server architectures based on .NET and Java (client-side UIs with Java Swing or WPF) for existing applications. New developments are primarily carried out in a web-oriented manner (Angular, React). Backend development is based on Java (Jakarta EE), .NET, or Node.js/NestJS technologies. The target architecture generally envisages containerized operation based on the Kubernetes platform. Standard procedures are used in the development process. Ticket and source code management is carried out with Microsoft Azure DevOps systems. There are pipelines for Continuous Integration and Deployment (CI/CD). The development process is supported by code analysis tools. Organizationally, an iterative, agile development approach is pursued in close cooperation between the specialist departments and software development. The LfF - Regensburg office is awarding development services through a framework agreement based on temporary employment for the IT sector for a period of 48 months with the option of extension by 12 months. Java Web, Java Desktop, Node.js, and .NET developers are required. The estimated call volume for the aforementioned framework agreement duration comprises approximately 31 calls (1 call corresponds to one developer for typically 18 months). There is no minimum purchase quantity associated with this, and the maximum purchase quantity is currently 45 calls. When a developer is called upon, a meaningful employee profile must be submitted, stating the developer's name, which proves their professional experience, qualifications, and years of experience. The contracting authority reserves the right to verify the qualifications through interviews. The personnel deployed are part of a software development team and must be able to support quality assurance in test execution and test documentation for the matters they are responsible for, and if necessary, carry out error analysis. Furthermore, they will participate in technical concepts in a consulting and, if necessary, leading capacity. Necessary documentation and the implementation of unit tests are also part of their responsibilities. After a call (individual order) has been placed, the services must be provided five days a week. The weekly working hours are 40 hours. Billing/remuneration will be based on the hours actually worked. The contracting authority is not obliged to call off the services up to the respective maximum deployment period of 18 months. An individual call-off may also be for less than 18 months if required.
