Framework agreement for the introduction of a telecommunications system (as Cloud-PBX) incl. terminal devices and other services for the schools of the Wetterau district

The Wetterau district plans, as part of the All-IP project, to update the entire telephony for approx. 450 users and approx. 1,350 extensions at 86 schools / a total of 108 locations to a technically and functionally modern and future-proof telecommunications solution. In 2019, the current status was surveyed and documented as part of a first project phase. There was a particular need for action due to the necessity of switching to SIP-based telecommunication connections by shutting down ISDN. As part of this first step, all external telephone connections were equipped with routers and switched to IP. The existing telecommunication systems were retained. The internal network structure at the schools was completely modernized as part of the "DigitalPakt Hessen" and is at a sufficient level for IP telephony, so that all necessary functions can be implemented. There are two (2) physical LANs that are managed by an external service provider and can be adapted to the necessary requirements. Basic recommendations for action were made during the current analysis. This also includes a basic consideration of all possible PBX variants with their advantages and disadvantages, as well as an initial recommendation for action. The goal is to procure as many services as possible from external service providers. Thus, a contractor is to be selected for the All-IP solution based on this tender. Please refer to Annex 25-5-006_02a_Leistungsbeschreibung_CloudPBX All-IP for the complete description. Bidders can only submit one offer for all services. To do this, you must use the provided Annex 25-5-006_02c_Wetteraukreis CloudPBX All-IP-Preisblatt.xlsx. Offers in another format will not be accepted. Furthermore, bidders must fill out Annex 25-5-006_02aa_Leistungsverzeichnis_All-IP Compliance-Liste.docx and submit it with their offer. For the evaluation of points 1 to 2 of the award criteria evaluation matrix, the bidder must create a presentation and send it by the bid deadline (together with the other documents). This presentation must be submitted in accordance with the award criteria and their sub-points. Please follow this order. (see also Annex Application Conditions, item 5). Furthermore, the client reserves the right to extensions and options. These are listed under the heading "Extensions and Options". The evaluation of the documents and offers will be carried out according to the award criteria using the award criteria evaluation matrix (included in the tender documents). After the award, a kick-off meeting will take place for the implementation and the start of weekly JF meetings.
