Framework Agreement for Network and Computer Technology

The Helmholtz-Zentrum Berlin (HZB), a prominent research institution, is seeking to establish a framework agreement for comprehensive network and computer technology services. The HZB operates extensive data networks across its Berlin-Adlershof and Wannsee sites, encompassing approximately 10,000 connected systems and 700 active Cisco network components. A significant portion of its facilities features structured cabling infrastructure.

Under this framework agreement, the HZB plans to procure a range of services. These include the supply and installation of rack systems, the mounting of server systems and active network components within existing racks, and the electrical installation of cabinet systems, covering connection to distribution boards, grounding, potential equalization, and fine surge protection. The scope also extends to the delivery and assembly of electrical connections and cable management systems, as well as the connection of UPS systems. The contractor will be responsible for supplying necessary small parts such as rail systems, shelves, and cage nuts.

Furthermore, the agreement covers the delivery and installation (patching) of fiber optic and Cat.7 patch cables. Crucially, it includes the testing, documentation, and troubleshooting of existing cabling, which may involve active network components. The HZB also requires planning and execution of smaller cabling works, including tertiary copper cabling (installation and supply of trunking, data outlets, patch panels, and installation cables) and secondary fiber optic cabling (single and multimode), including installation, supply, and splicing. Testing of fiber optic cables using attenuation and ODTR measurements is also specified. The scope further includes the creation, opening, and closing of fire barriers, fire protection encasement of cable trays (e.g., using Promat), and the installation and mounting of WLAN access points.

The contractor is obligated to provide personnel for the execution or support of these tasks, with personnel deployment required no later than one working day after notification. The personnel provided by the contractor will not enter into an employment relationship with the HZB. The contractor must supply all necessary tools and measuring equipment for the execution of the works.
