Framework Agreement for Cables and Overhead Lines 0.4-24 kV North

Vattenfall Eldistribution is initiating a procurement process to establish framework agreements for the supply, logistics, and warehousing of cables and overhead lines, primarily for voltage levels ranging from 0.4 to 24 kV. The procurement will be divided into two separate framework agreements, one for Northern Sweden and one for Southern Sweden, with the objective of engaging two distinct suppliers. In addition to Vattenfall Eldistribution, Gotlands Elnät AB and Västerbergslagens Elnät AB will also be authorized to place orders under the framework agreement for Southern Sweden. These agreements will serve as the primary channel for purchasing and delivering cables and overhead lines, utilized in both new projects and ongoing projects where contract terms permit. Suppliers must be capable of providing IT solutions and appropriate backup procedures for ordering, tracking, and notifying cable deliveries. For specific designated cable types, suppliers are required to maintain minimum stock levels, which cannot be reduced without Vattenfall Eldistribution's approval. Beyond these specified levels, suppliers must also hold sufficient cable stock to meet mandated delivery times. A dynamic pre-qualification system for approved types and manufacturers will be in place for medium-voltage cables (12-24 kV), while technical guidelines will apply to other cable types. The planned contract duration is three initial years, with three optional extension years. Vattenfall Eldistribution considers cables and overhead lines as strategically important materials and aims to ensure future availability and efficient logistics flow through these framework agreements. The selected suppliers will become key partners in Vattenfall Eldistribution's project operations. As part of Vattenfall Eldistribution's environmental initiatives, a strong emphasis will be placed on the provision of Environmental Product Declarations (EPDs) for supplied goods, which will be a factor in the evaluation.
