Účelem rámcové dohody je zabezpečení provozuschopnosti vojenské techniky dle zákona 56/2001 Sb. o podmínkách provozu vozidel na pozemních komunikacích vyhl. č. 211/2018 Sb. o technických prohlídkách, vyhl. č. 153/2023 Sb., o schvalování technické způsobilosti a technických podmínkách provozu vozidel na pozemních komunikacích a ve znění pozdějších předpisů. Vyhláška č.100/2018 sb.a jejich novelizací k zabezpečení provozuschopnosti pozemní techniky u CNSaRTSVŘ. V souvislosti s § 28 odst. 3 vyhlášky č. 100/2018 Sb. ministerstvo dává na vědomí STK a SME, že ode dne 1. července 2022 se u vojenských zabezpečovacích vozidel a vojenských vozidel vybavených zvláštním výstražným světlem modré barvy (dále jen "vojenská vozidla") neprovádí kontrolní úkony spojené s měřením emisí a ani se nepořizuje dokumentace přítomnosti vozidla ve stanici technické kontroly. Při zápisu technické prohlídky výše uvedených vozidel do informačního systému technických prohlídek, pracovník s rolí "operátor/ka" zvolí možnost "emise nejsou vyžadovány".
