Rødovre Kommune har ved afsendelse af nærværende udbudsbekendtgørelse, iværksat et offentligt udbud, jf. §§ 56-57 i lov nr. 1564 af 15. december 2015 (udbudsloven) af en rammeaftale, der omfatter teknisk rådgivning og bistand vedrørende arkitekt-, landskabsarkitekt og ingeniørarbejder (totalrådgivning) i forbindelse med nyanlæg og renovering af kunstgræsbaner eller idrætsanlæg med lignende funktionalitet f.eks. atletikbaner, paddeltennis, hockey mv. På baggrund af udbuddet vil der blive indgået en rammeaftale med én leverandør til at levere de ydelser, som er omfattet af den udbudte rammeaftale. Rammeaftalens anslåede værdi udgør 10 mio. kr. ekskl. moms. Værdien er baseret på bygherrens historiske portefølje og behov for totalrådgivning de seneste 4 år. Rammeaftalens maksimale værdi udgør 20 mio. kr. ekskl. moms. Spændet er bl.a. fastsat under hensyntagen til, at forekomsten af miljøfarlige stoffer i jorden (f.eks. PFAS) er ukendt, hvorfor også omfanget af rådgivning til håndtering af denne problematik er uvist på udbudstidspunktet. Den kommende tilbudsgiver er ikke garanteret en minimumsomsætning under rammeaftalen, ligesom bygherren ikke er forpligtet til at foretage indkøb under rammeaftalen. Ordregiver forventer at igangsætte nedenstående 3 projekter umiddelbart i forlængelse af rammeaftalens indgåelse: (1) Espelunden Idrætsanlæg: Udskiftning af kunstgræs på to sammenhængende 11-mandsbaner med SBR-infill til 11-mands baner med alternativ infill. (2) Espelunden Idrætsanlæg: Etablering af 3 5-mands kunstgræsbaner (podebaner) nord for eksisterende 11-mandsbaner. (3) Espelunden Idrætsanlæg: Drænprojekt med opmagasinering og genanvendelse af drænvand fra ovenfornævnte baner til vanding af nærtliggende stadionbane. Indholdet af ovenstående projekter beskrives nærmere i forbindelse med igangsættelse af proces for tildeling af opgave under rammeaftalen, herunder Ordregivers beskrivelse af projektet ved udarbejdelse af ATR-skema bilagt udfyldt afkrydsningsskema (YBA 19). Alle 3 projekter forventes ibrugtaget senest medio 2028.
