Framework agreement for the supply of consultancy services in testing and tool support

KOMBIT is tendering a framework agreement for the supply of consultancy services in test management, test delivery, and tool support for KOMBIT's solutions. The framework agreement shall support KOMBIT's needs for planning, management, and quality assurance of KOMBIT's solutions, as well as the execution of test deliveries, specialized test types, use of relevant test tools, and AI-supported methods where relevant and in accordance with KOMBIT's requirements. The services primarily concern large, complex, and socially critical IT solutions with many integrations, external dependencies, and collaboration between KOMBIT, development suppliers, and other stakeholders. The framework agreement consists of the following two main services, cf. appendices 1.1 and 1.2: - Services in test management include, among others, planning, management, and quality assurance of testing efforts on KOMBIT's solutions performed as part of KOMBIT's team and in collaboration with the development supplier and other stakeholders. The services also include planning deliveries such as Master Test Plan, test plans per release or iteration, product risk analysis, review of development suppliers' test plans and test bases, as well as planning, estimation, and coordination of test resources. Quality assurance includes, among others, review of requirements, user stories, acceptance criteria, and test documentation, verification of entry and exit criteria, supervision of test execution, independent assessment of defect classification, and continuous visibility of quality risks to KOMBIT. Reporting must be done according to KOMBIT's templates and in KOMBIT's common tools, so that a comprehensive and transparent quality picture for the individual solution is available at all times. - Services in test delivery and tool support include, among others, test preparation, test planning, and test execution based on a risk-based approach to ensure that KOMBIT's solutions meet business, functional, and non-functional requirements. Deliveries may include, among others, system testing, system integration testing, acceptance testing, regression testing, data migration testing, static testing, test design, test cases in KOMBIT's test tool, and automated test scripts. Upon specific order, services may also include specialized test types such as performance testing, security testing, disaster recovery testing, usability testing, accessibility testing, penetration testing, and testing of AI solutions, etc. The services must be supported by modern and suitable test tools. Services within Test Management are generally performed on KOMBIT's authoritative test and collaboration platforms, while specialized test deliveries may involve the use of specialized tools. KOMBIT intends to enter into the framework agreement with one supplier, and specific tasks will be assigned in accordance with the terms of the framework agreement upon conclusion of a delivery agreement and individual service orders, so-called Statement of Work (SOW).
