Framework agreement for flushing services

Background Arendal municipality will establish a common framework agreement for flushing services to cover ongoing and acute needs across the organization. The need primarily concerns water and sewage, but Arendal Port and Arendal Property also have a real and recurring need for similar services. The purpose of the procurement is to ensure access to necessary services through a more structured, predictable, and efficient agreement. The framework agreement shall help the municipality to handle acute incidents quickly and responsibly, while also covering planned tasks related to operations and maintenance. The procurement shall also provide better control of purchases, more uniform terms, and simpler contract follow-up. For suppliers, it is important to be aware that the assignments can vary in scope and urgency, and that the agreement must be usable by multiple units with partially different operational needs. Description of the assignment The procurement concerns the establishment of a framework agreement for flushing services for Arendal municipality. The framework agreement shall cover both planned assignments and acute incidents within the municipality's areas of operation, with a primary focus on water and sewage, as well as needs within port and property. The delivery mainly includes flushing, suction, dry suction, emptying, and other closely related services that naturally form part of such assignments. The assignments may be related to operations, maintenance, cleaning, troubleshooting, and handling of incidents requiring rapid response. A delivery is sought that provides the municipality with access to necessary capacity, resources, and relevant equipment for various types of assignments. The framework agreement shall be suitable for use across multiple units and facilitate efficient execution, availability when needed, and satisfactory documentation of work performed. Value calculation Estimated contract value is NOK 10 million excluding VAT. The contract value is calculated based on experience from the last four years and is subject to uncertainty. The estimated scope is not binding for the client. The client reserves the right to conduct a new competition if this framework agreement exceeds NOK 25 million excluding VAT before the agreement period expires. Reservations All reservations the supplier has to the offer must be stated under the reservations section in the KGV solution. Alternative offers Alternative offers are not permitted.
